General Responsibilities
* Assist in ensuring compliance with TII's governance obligations deriving from, inter alia, the Public Spending Code, the Code of Practice for the Governance of State Bodies and the TII Code of Practice
* Manage annual and multi-year budgets, allocations in accordance with Public Spending Code and TII requirements and implement appropriate programme management and control measures;
* Develop strong and effective relationships with key stakeholders within and outside of TII, including colleagues in Network Management, TII's Standards Section, Capital Programme Division, along with staff in local authorities, contractors / operators and technical service providers;
* Actively contribute to the Network Management Division's risk management processes for its different business activities;
* Assist the Network Management team in the preparation of annual budget allocations and the monitoring of programme expenditure.
Network Management & Network Operations:
* Working within the Regional Management structure, oversee the operations and programme of work of the regional MMaRC contractor and MCAAS technical advisors;
* Undertake assigned role in the oversight of one or more PPP Concessions in the Region;
* Implement asset management provisions in line with TII's SAMP for the Managed Motorway Network and contribute to an effective feed-back loop, ensuring that all relevant output data from annual maintenance and operational programmes are integrated into asset management systems; Develop and maintain productive relationships with relevant local authorities and National Roads Offices (NRO), to facilitate continuous improvement in the delivery of pavement and maintenance programmes.
* Support other Network Management activities, including pavement programme, safety programme, bridge rehabilitation programme, winter operations, tunnel operations, signing and lining programmes and Intelligent Transport System (ITS) programme to ensure efficient delivery of such programmes on the motorway network;
* Support the delivery of objectives of TII's Sustainability Implementation Plan, Climate Adaptation Strategy, Climate Action Roadmap and allied policies, as part of the Network Management programmes of activity
* Support the integration of sustainability, carbon reduction, and environmental objectives into Network Management programmes
* Support the protection of national road assets while accommodating approved public utility deployment and third party access;
* Assist in the management of service provider procurements in addition to providing technical assistance and oversight for active service provider commissions;
* Assist in the development of Key Performance Indicators and the delivery of improved network performance reporting for motorway and non-motorway sections of the national road network;
* Contribute to the implementation and continuous development of TII's defects management systems for the local authority managed network;
* Support the development of TII's technical standards and guidance support;
* Support the AFI team in the development, deployment and administration of grant schemes to encourage the growth of Irelands EV recharging infrastructure;
* Develop, refine and manage data related business processes such as the IDRO registry considering existing processes, AFIR requirements, ZEVIs Data Strategy and stakeholder feedback;
* Provide GIS and digital modelling support as part of Network Management asset management programmes;
* Undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade
ESSENTIAL REQUIREMENTS
* Degree or 3rd level professional qualification (Irish NFQ Level 8 or equivalent) in an engineering or relevant allied discipline.
* A minimum of five years' experience in design and construction of major civil engineering projects, at least three of which should relate to the supervision and contract administration of construction or rehabilitation schemes,
* Ideally be a Chartered Engineer with Engineers Ireland or be professionally registered at an equivalent level with an equivalent organisation, or be in a position to commence the chartership process on appointment to the position,
* Demonstrate a proven track record in responsible positions for the development and project management of roadworks schemes,
* Ideally have a familiarity with road maintenance and operations together with asset / maintenance and management systems,
* Possess a good understanding of programme and project governance, project and contract management,
* Possess good risk, financial, technical, contract and stakeholder management capabilities as they relate to both local authority and contractor delivered works programmes,
* Possess an ability to contribute to specialist teams in the field of infrastructure delivery, asset management, maintenance and road operations,
* Have a strong commitment to road user safety, to staff safety, and to the safety of those working on behalf of TII,
* Have a strong commitment to the successful integration of sustainability and life cycle principles into operational and maintenance programmes in TII,
* Fluency in the English language, both written and oral.

* Currently hold and maintain a full driving licence.
