This role is ideal for an experienced HR Manager who is confident in day-to-day HR operations and ready to broaden their influence by taking on more strategic responsibility within a fast-paced construction environment. You will lead the HR function across both Head Office and Field Teams, driving consistency, compliance, and engagement in a business operating across Ireland, the UK, and mainland Europe.
The position is hands-on and highly collaborative—balancing strategic planning with operational delivery. Working closely with site management, Finance, and senior leadership, you will manage the full employee lifecycle while also addressing sector-specific challenges such as labour mobility, skills shortages, and compliance with cross-border employment requirements. With a full-time HR Administrator supporting you, you'll have the capacity to strengthen HR processes, support international workforce movement, and enhance the employee experience across the business.
Key Responsibilities HR Operations
* Oversee all HR administration including contracts, onboarding, offboarding, role changes, and employee documentation.
* Manage the rollout and ongoing optimisation of a new HR system to ensure accurate data, efficient workflows, and strong audit trails.
* Partner closely with Finance on payroll preparation and issue resolution, ensuring accuracy and timely processing.
* Provide significant support to payroll through:
* Coordinating A1 applications for employees working cross-border.
* Tracking A1 expiry dates and renewals.
* Maintaining centralised records to ensure social security compliance across jurisdictions.
* Ensure compliance with Irish employment law, UK legislation (as relevant), European posting requirements, GDPR, and ISO audit standards.
* Maintain, review, and update the Employee Handbook and supporting documentation.
Recruitment & Talent
* Oversee recruitment for adhoc and business-critical positions, ensuring efficient, consistent processes.
* Drive and manage internship and early-career programmes to support the long-term talent pipeline.
* Support recruitment campaigns, workforce planning, and alternative attraction strategies to address construction-sector skill shortages.
* Monitor and report on recruitment metrics, market trends, and budget performance.
Training & Development
* Oversee company-wide training compliance, including ISO requirements, safety training, and role-specific legislative obligations.
* Work with managers and site leads to identify skills gaps and ensure training content remains relevant, engaging, and proactive.
* Maintain accurate training matrices and ensure evidence is audit-ready.
HR Leadership & Strategy
* Lead the HR function, ensuring strong alignment between HR initiatives and the overall business strategy.
* Develop and implement people initiatives that enhance engagement, retention, communication, and workforce stability—particularly in field-based and mobile teams.
* Advise, coach, and support managers on employee relations, performance management, and best-practice people management.
* Review and maintain all HR policies and procedures, ensuring legal compliance, practicality, and consistency across regions.
* Provide HR reporting and insights to senior leadership to support data-driven decision-making and labour planning.
Requirements
* Has 7-10 years' experience in HR with a period in a HR manager role.
* Strong operational HR experience, ideally with previous payroll exposure.
* Good knowledge or Irish law
* Previous experience in European market an advantage but now a pre requisite
* Degree in Human Resources or Business
* Relevant working VISA for Ireland
