We currently have a vacancy for a Senior Procurement Sourcing Manager on a contract of indefinite duration in the Third Party Services Division (TPSD).
The role is aligned with the Bank Professional 1 grade and the BP1 salary scale.
New entrants will commence on Point 1 of the relevant salary scale; the starting salary will be €104,******.
The purpose of the role is to lead a team of Public Procurement professionals to meet the Bank's procurement needs in a timely, compliant and cost-effective manner, taking accountability for procurement outcomes.
Significant experience as a Public Procurement professional operating within the EU public procurement legal regime is essential.
Responsibilities
Lead the provision of procurement direction and support by the Procurement Sourcing team, ensuring delivery of a high-quality customer experience to the business and taking accountability for procurement outcomes.
Lead the provision of strategic partnership support to business leadership teams.
Act as a strategic partner to a specific business category as required.
Build and maintain strong, collaborative relationships within TPSD and with other business areas and with relevant external stakeholders.
Manage sourcing demand on a day-to-day basis.
Provide TPSD management with timely, comprehensive, line of sight on current and pipeline procurement needs across all business areas and elevate prioritisation decisions where necessary.
Lead procurement input to the Annual Business Planning process.
Manage the activities of direct reports to ensure a high performing, well-motivated and developed team.
Effectively manage the allocation of work across the sourcing team through effective direction and delegation and ensure work is completed to the required standard in the most efficient and robust manner.
Ensure the sourcing team deliver procurement activity in compliance with the Central Bank's Corporate Procurement Policy and organisational risk management governance with support from Divisional Leadership, the Procurement Advisory team and Legal Division as necessary.
Lead the development of the Corporate Procurement Plan.
Support the directorate and divisional verticals by leading the delivery by sourcing of timely, accurate information and high quality, professional procurement and commercial inputs and advice as appropriate.
Requirements
Level 8 degree in a relevant discipline e.g. business, engineering, finance or law.
Diploma in Public Procurement Law or equivalent (minimum).
Professional certification in Procurement (CIPS or IIPMM) (minimum).
Certificate/Diploma in Contract Law (desired).
Significant experience leading a team of public procurement professionals, providing strategic and technical public procurement advice and managing the execution and documentation of complex tender processes.
Experience should be predominantly in a senior role in a public body although equivalent experience may be considered.
Experience of the eTenders platform.
Detailed knowledge of the Public Procurement regime is essential.
Good understanding of contract structures and commercial models.
Proficiency with Microsoft Suite applications (including PowerPoint, Excel & Word).
Lean Six Sigma experience (desired).
