Introduction to Role:
Waterford City & County Council has in the region of 130 buildings located across the city and county of Waterford. These buildings are made up of core office accommodation, fire stations, libraries, machinery yards and many community facilities. We also have responsibility for City Hall, Theatre Royal and the Bishops Palace which are heritage buildings of national importance.
There are many challenges in the maintenance and management of these buildings to ensure their integrity and to enable them to operate efficiently for their varied functions. The facilities team are required to have a proactive maintenance programme in place for our buildings. The team works closely with other departments of the Council in relation to upkeep and maintenance, health and safety, fire safety, as well as the maintenance conditions of licences and leases on various buildings.
We are also striving to ensure that all buildings are achieving our climate action goals by developing adaptive strategies and implementing specific actions and interventions across our portfolio of buildings. Procurement and development of building management systems is also essential in achieving this for the section.
The Assistant Facilities Manager supports the day-to-day operations of Facilities Management, ensuring compliance, safety and efficiency across various properties. The Assistant Facilities Manager plays a crucial role in ensuring the efficient operation, maintenance and safety of all buildings and facilities, supporting the Executive Facilities Manager in various tasks.
Duties and Responsibilities
The post holder may therefore be required to perform duties appropriate to the post, other than those detailed below, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by Waterford City & County Council.
The Assistant Facilities Manager shall be expected to:
* Co-ordinate and assist in managing the maintenance and repairs for Waterford City & County Council’s buildings and facilities.
* Conduct regular inspections of facilities and grounds to assess and address repairs and safety concerns.
* Assist in the development and implementation of protocols related to building operations and safety.
* Assist with the management of contracts and service agreements related to facility maintenance and repair.
* Provide support and guidance to facility staff and contractors to ensure successful completion of projects.
* Monitor utility usage and expenses to promote efficient energy use and cost savings.
* Monitor expenditure and assist with the preparation of budgets and financial reports related to facility operations and maintenance.
* Assist in the scheduling and coordination of events and activities hosted at public facilities.
* Communicate effectively with various stakeholders, including staff, contractors, and the public, to build positive relationships and facilitate collaboration.
* Develop tender documents for procurement.
* Carry out inspections with caretakers on vacant properties owned by WCCC.

Qualifications
Qualifications required for the position of Assistant Facilities Manager as set out by the Department of Housing, Local Government, and Heritage in July 2025.
Character
* Candidates must demonstrate good character.
Health
* Candidates should be in good health, indicating the ability to provide regular and efficient service.
Education
Candidates shall on the latest date for receipt of completed applications meet the following requirements; (i) hold at least an ordinary bachelors degree (level 7 or higher on the National Framework of Qualifications (NFQ)) in building services management, facilities management or a related discipline relevant to the post; OR (ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) AND a post‑graduate masters degree (level 9 on the National Framework of Qualifications (NFQ)) in building services management, facilities management or a related discipline relevant to the post.
Experience
* a) have at least two years satisfactory experience relevant to the role after attaining the qualification referred to above;
* (b) possess a high standard of technical training and experience appropriate to the nature of the role, including administrative experience;
* (c) have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
DESIRABLE REQUIREMENTS
It is desirable that candidates have:
* Experience – Previous experience in facilities management or a related field is required.
* Familiarity – with building systems and maintenance practices is required.
* Communication Skills – Strong verbal and written communication skills are essential for co‑ordinating with staff, contractors and building occupants.
* Organisational Skills – Ability to manage multiple tasks and prioritise effectively in a fast‑paced environment.
* Technical Knowledge – Understanding of health and safety regulations, compliance standards and facility management software can be advantageous.
