Role: YMCA Dublin Property Development Officer

Location: YMCA Dublin, Aungier Street, Dublin 2.

Hybrid role; Flexibility required, typically Office/Site visits 3 days. WFH 2 days

Reporting to: Development Director / Deputy CEO

Contract: Permanent.

Salary: €50,000 - €65,000, commensurate with skills & experience.

Nature of Post; Full-time, Permanent (following 6-month probationary period)

Hours: 37.5 hours per week over 5 days.

Leave: 22 days annually.

Role requires a valid driving licence & the use of a car for business purposes. Mileage allowance operates.

YMCA Dublin's development work focuses on creating community hubs that integrate childcare, youth, and family

services within local communities. This work frequently connects with wider social and community infrastructure

projects, including AHB and Council-led initiatives, helping to strengthen access to services in areas of greatest

need.

Role Overview & Responsibilities

The Development Officer is a new position that will provide essential support to the delivery of our strategic

development plan. Reporting to the Development Director, the role involves helping to identify, assess, and

project-manage the development of new YMCA Community hubs properties and the enhancement of existing

ones. YMCA Community hubs have childcare service at their core with a range of spaces to allow for the wrap

around Youth, family and community services we offer. You will help manage capital projects from conception to

completion, ensuring they align with YMCA's mission and values.

Key Responsibilities: You will play a key role in progressing a busy pipeline of hub acquisitions, leases and

fitouts. Ensuring that all steps in the process are managed in the right order and completed to a high standard.

Working closely with TUSLA, developers, auctioneers, valuers, solicitors and local authorities planning offices, you

will provide administrative and project support to move schemes from initiation through to delivery.

* Support the Development director in managing the acquisition and development process for new Hubs.
* Liaise with TUSLA, developers, solicitors, estate agents and local authorities to progress schemes.
* Co-ordinate surveys, valuations and professional services required for property acquisitions.
* Maintain accurate project files and financial records.
* Ensure compliance with internal procedures, statutory funding requirements, and relevant standards.
* TUSLA compliance DASC and planning permission applications and compliance.
* Work collaboratively with colleagues and external partners to achieve housing delivery targets.
* Project Management: Lead and support the project management of capital projects, including new builds,

refurbishments, and property acquisitions, ensuring they are delivered on time and within budget.

* Opportunity Identification: Identify and assess potential sites and properties for new YMCA facilities,

preparing detailed feasibility studies and economic appraisals for the Senior Management Team and Board.

* Stakeholder Engagement: Build and maintain strong relationships with key stakeholders, including Local

Authorities, government departments (like the DCEDIY), community partners, funders, architects, and

construction consultants.

* Funding & Business Cases: Lead the development of compelling business cases and

funding proposals to secure the necessary capital for new projects.

* Team Support: Provide guidance and support to the wider team on property searches,

market analysis, and due diligence for all development projects.

* Compliance & Regulation: Ensure all projects comply with statutory regulations,

including planning laws, building regulations, and health and safety standards.

* Budget Management: Work closely with the finance team to monitor capital expenditure, manage project

budgets, and report on financial performance.

* Representation: Represent YMCA Dublin at relevant forums, meetings, and working groups, acting as a key

liaison with partner organisations and professional bodies.

Required Experience & Skills; The post requires excellent technical knowledge in areas such as Planning,

Building Control, Construction and Building Regulations, and all stages of the construction project development

cycle. The role will input to feasibility/appraisal of other Local Authority Expression of Interest opportunities, and

new business strategic opportunity areas according to the YMCA Strategic, succession strategies, and any

enhanced strategic direction adopted.

Essential Criteria: A relevant third-level qualification in a field such as construction, property management, architecture, civil

engineering, surveying, or urban planning.

* A minimum of 5 years of professional experience in a related environment, such as construction,

development, or property management.

* Proven knowledge and experience in project management, negotiation, and transaction management.
* Demonstrated experience in a leadership or senior team support capacity.
* A full, clean driving licence and access to a car for business purposes.

Desirable Criteria: Experience of working in a development role for an Approved housing body (AHB)

* Experience working in the community and voluntary sector.
* An awareness of current social policy related to childcare, and social inclusion.
* Knowledge of conveyancing processes and contract procedures.
