Purpose Of Role

Assist the CBRE Hard Services Manager to successfully run an IFM service for the client by ensuring the smooth execution of day‑to‑day technical services and on‑site contractor activities, and implement world‑class customer service levels.
Daily management of on‑site and off‑site contractor personnel across several disciplines such as Mechanical and Electrical.
Provide technical oversight and understanding of mechanical and electrical systems, including but not limited to Site Fire Protection (Pumps and Sprinklers), Sewers, Lighting, HVAC, Water, Fire Detection, BMS, LT power, gas detection, access control and calibrations.
Ensure health, safety and environmental requirements are fulfilled prior to work commencement, and all activities are carried out within agreed timelines while adhering to safe systems of work (RA, MS, SPA, permits).
Manage technical services including insulation, painting, civil, waste management, drawing, controls, BMS and contract maintenance.
Implement and manage effective operational, maintenance and service strategies using industry best practice, condition‑based maintenance and innovation to achieve business continuity and cost savings specified in the contract.
Ensure compliance with client and CBRE quality procedures and GMP requirements, Safety & Environmental, legislative and statutory programs.
Communicate with client, visitors, contractors and CBRE staff; prepare monthly reports detailing progress against measurable targets, SLAs and KPIs.
Drive cost savings within the contract and challenge spend patterns, and assist with financial reporting, procurement, billing and invoicing.
Provide direct supervision of CBRE vendors/contractors to ensure a comprehensive Contractor Management System.
Ensure all project work is planned and managed effectively on time and on budget.
Work both independently and as part of a growing team, undertaking additional technical service duties as required at site level or in supporting regional CBRE organisations.
Have a customer‑focused proactive attitude and technical strengths, combined with the ability to communicate effectively under constant pressure with multiple stakeholders.
Carry out any duties as required by the CBRE Hard Services Manager.

Activities Within Role

Maintain regular contact with the Site Hard Services Manager; consult on key decisions, incidents, escalation and complaints.
Manage and coordinate all technical contractors working under CBRE scope in GMP and non‑GMP areas.
Ensure all PPMs, CM, RM Work Orders, Risk Assessments, Safe Plans of Action, Method Statements and Permits are completed on time and adhered to.
Ensure contractor performance feedback and contract reviews, and that critical Civil, Mechanical and Electrical work activities are identified and completed on time.
Maintain 100% availability of CCTV, Access Control, Fire Alarm, PI, Fire pumps, PIV, Hydrants, Deluge valves and Jockey Pumps.
Issue red tags and coordinate Fire System shutdown and re‑activation with FM global.
Plan and execute statutory inspections within agreed timescales; perform CMMS activities and identify relevant assets.
Manage Service Levels, communicate with customers when services or environmental conditions could be compromised.
Ensure all PO's are placed in a timely manner and obtain contractor quotations.
Ensure quality systems are in place, report on quality directives, and participate in internal and external audits.
Complete annual appraisals, identify training needs, develop staff, and maintain compliance with statutory legislation.
Implement and sustain health and safety policy compliance, coordinate EHS, GMP training and client procedures.
Conduct monthly toolbox talks on general safety and safe plant operation.
Maintain the upkeep of technical systems and workshop areas to high standards.
Follow safe systems of work, eliminate or reduce risks, and report hazards to management promptly.
Recommend improved ways of working to achieve continuous improvement and best practices.
Monitor procurement compliance with the company procurement process and financial delegation.
Co‑ordinate CBRE Health, Safety and Environmental requirements and manage external technical contractors.
Maintain clear, concise, and effective communication between CBRE, client and 3rd‑party technical vendors.
Manage the most effective maintenance strategy to preserve fully functional systems at operational levels on site.
Handle statutory inspections and maintenance activities within agreed timescales, ensuring training requirements are met.
Manage technical system breakdowns, provide technical support, and communicate with clients on potential service or safety impacts.
Assist CBRE staff and contractors when system operational requirements arise.

Job Experience

Experience with EAM, SAP, Maximo or similar CMMS systems.
Technical services experience.
3 to 5 years’ experience in technical services or contractor coordination.
Ability to develop teamwork through leadership/people management.
Customer and results‑focused.
Strong interpersonal and communication skills.
Experience in the pharmaceutical industry.

Qualifications

Degree qualification in Mechanical or Electrical Engineering.
Trade qualification in Mechanical or Electrical.
