Salary:

Appointment will be made on Grade VIII salary scale (€82,258 - €99,213) at a point in line with Government pay policy.

Full-Time, 37.5 hours per week

Position Summary:

The Directorate Nurse Manager is a key member of the Directorate Management Team providing operational and clinical leadership to support clinical nurse managers and nursing teams in providing the highest possible quality of care. As part of the Directorate Management Team, the post-holder is responsible and accountable for the provision of professional leadership for all nursing staff within the Transplant, Urology and Nephrology Directorate.This includes ensuring there is effective patient-centred professional practice in accordance with statutory, professional and clinical governance requirements.


Responsibilities

Principal Duties and Responsibilities:

Key Result Areas:

• To take the lead responsibility for ensuring adequate clinical governance in respect of nursing services and to develop and implement the Strategic and Operational nursing plans of the Directorate.• To provide leadership to all nursing staff in the Directorate.• To take responsibility for the performance management including appraisal of nursing staff and HCA’s.• To be accountable to Director of Nursing for professional practice and standards of nursing care and to influence the non-clinical contributions that are necessary to deliver a high quality care service including standards of cleanliness, of the environment, food and other services that impact on patient care and welfare.• To play a key role within the TUN Directorate and Beaumont Hospital’s goal to attain Joint International Accreditation (JCI).

Principle Duties and Responsibilities

A. Operational Management:

I. To be accountable for the quality of service delivery, ensuring effective patient care, research, training and development within the Directorate.

II. To promote the development and maintenance of high standards of care in order that the care offered is family centred, sensitive and responsive to service users.

III. To be responsible, working with the Clinical Director and Business Manager, senior clinicians of all disciplines and service users, for developing the annual service objectives and effecting their implementation across nursing services.

IV. To monitor service objectives, to ensure that the quality of the service is congruent with the resources available.

V. To ensure effective working practices with other Directorates and hospital departments and Health Care agencies to maximise the delivery of a seamless service.

VI. In conjunction with the Directorate Management team to evaluate the contribution of staff groups and skill mix to ensure the provision of an acceptable level of service that appropriately supports the clinical activity of the Directorate.

VII. To promote effective working partnership Hospital-wide and with Regional and National colleagues to strategically position the Directorate for future service change and developments in accordance with local, regional and national policy in Health and Social care, and so maintain the reputation of the Directorate for high standards of care and innovative practice.

B. Bed Management and Discharge Planning

I. The Directorate Nurse Manager is responsible for ensuring effective co-ordination of bed and discharge management within the Directorate in line with hospital policy. This involves:-

II. Ensuring that effective admissions and discharge practices are consistently implemented.

III. Implementing pre-admission, admission/discharge and transfer protocols as required.

IV. Regular timely reporting of bed and resource utilisation to the Head of Bed Management, Clinical Director and other key clinical decision makers and hospital management as appropriate.

V. Liaising with the Head of Bed Management and other relevant stakeholders in relation to the planning and implementation of winter and other bed management initiatives.

VI. Analysing, monitoring and forecasting trends of admission and discharges in the Directorate and highlighting the wider implications for acute and non-acute services.

VII. Advising the Head of Bed Management, Directorate Management Team and other relevant stakeholders on optimal use and cost effective management of in-patient and day care resources for both public and private patients in accordance with the hospital provider plan.

C. Service PlanningI. To be responsible for developing the nursing component of the annual business plan for the Directorate, which contributes to the Hospital’s provider plan with the HSE.

II. To be responsible for the co-ordination, review and planning of nursing services to meet service agreement requirements stipulated by the HSE and to support the development of plans to achieve required changes in service provision, working closely with the Directorate Management Team and relevant Heads of Professions, Corporate and Facilities Managers and staff.

III. To be responsible for the development of business cases and/or other proposals for improvements or modernisation of nursing/clinical services.

IV. To be responsible for the identification of cost improvements, service developments and income generation opportunities in nursing services within the Directorate.

V. To lead projects which improve the quality of services provided to patients evidenced by improved performance against national and international benchmarks.

D. Performance and Financial Management.

I. To monitor, control and report on Directorate nursing activity and income and expenditure, working closely with the Financial Controller, Business Development and Performance Manager and Head of Operations at corporate level and liaising with Clinical Director and Business Manager at Directorate level.

II. To act as a budget manager for the Directorate in respect of nursing resources.

III. To be accountable for the effective use of nursing resources alerting the Clinical Director in respect of imminent budgetary overspends and ensuring that all the hospital’s standing financial instructions and standing orders are adhered to.

IV. To develop a series of performance indicators for the nursing services within the Directorate which support the achievement of the hospital-wide Key Performance Indicators and emerging Balance Score Sheet targets.

V. To work with functional and professional heads to develop mechanisms to ensure that clinical activity is measured accurately and fully costed where appropriate.

VI. To contribute to initiatives to monitor and track performance targets and develop internal and external comparative performance monitoring information to support and inform decision-making within the Directorate and hospital wide.

VII. To ensure that the quality of data regarding all nursing activity is of the highest quality and that individual ward managers and nursing staff understand their roles and responsibilities.

VIII. Establish mechanisms which provide the Directorate Management Team with timely management information regarding performance against specified targets, budgets, contracts, service level agreements etc.

IX. To participate in pricing and costing models working towards aligning patient activity by diagnostic condition to expenditure.

X. To support the development of a service level agreement process by participating in developing and designing this and by supplying information to understand costs, pricing of service, case mix identification and other relevant information.

XI. To contribute to the development and implementation of corporate strategies and decisions within the hospital.

XII. To promote a corporate approach to the hospitals overall strategy objectives, mission and values.

XIII. With the Clinical Director and Business Manager lead the Directorate Team in strategic planning, development and redesign of clinical services.

E. HR Management and Organisational Development

I. Manage all nursing and HCA staff within the Directorate, complying with hospital HR policies and procedures.

II. Maximise the contribution of these staff by developing systems for performance appraisal, personal development, individual and organisational development and continued skill mix review.

III. Ensure that the responsibilities and objectives for direct reports are clearly defined and understood – job descriptions and person specifications up-to- date.

IV. In conjunction with the Directorate Management Team and other relevant heads of functions and professions regularly reviewing staff complements and skill mix across the Directorate to ensure that staffing is appropriate for current and projected clinical and operational demands.

V. In partnership with HR, develop local strategies for the recruitment and retention of nursing and HCA staff. Be responsible for the recruitment of nursing and HCA’s within the Directorate and ensure that effective local induction compliments the Corporate Induction Programme. Participate in Directorate-wide recruitment as appropriate.

VI. Be responsible for managing sickness and absence in accordance with hospital policy.

VII. Advise nursing staff on human resource issues in accordance with HR policies and procedures.

VIII. Be responsible for facilitating nursing staff and HCA’s to continue their education and personal development to support improved organisational performance. This includes the relevant professional programmes for registered nurses and approved FETAC/SKILLVEC courses for HCA’s.

IX. Liaise with the Centre of Education to compile a Directorate Training and Education Plan encompassing mandatory, corporate and professional development objectives and to realise the capabilities and contribution of nurses and HCA’s.

X. Ensure the involvement of all nurses and HCA’s through open and direct communication to sustain a high level of commitment and flexibility from the Directorate workforce through implementing the Hospital Communication Strategy and in particular the Team Briefings Policy.

XI. Promote equal opportunity and adherence to best practice employment and approaches to managing and implementing change.

F. Quality Assurance and Risk Management

I. Contribute to the development and lead on the implementation of best practice service modernisation and improvement plans and strategies within the Directorate.

II. Encourage a culture of continuous improvement and mutual co-operation in the achievement of the highest possible standards of clinical care and maximum efficiency.

III. To work with the Directorate Management Team, stakeholders and colleagues to develop clinical governance systems within the Directorate which ensure that all relevant HIQA and international standards are met.

IV. With the Clinical Director ensure that effective leadership and effective systems are in place for the routine evaluation of infection control data, compliance with hygiene audits and the hospital’s infection control policies and procedures.

V. To ensure that the Directorate has an effective process for risk assessment and risk management in respect of Nursing-led services.

VI. To co-ordinate the Directorate’s participation in local risk management initiatives to monitor clinical and non-clinical issues with the Directorate ie Health & Safety, Infection Control, Occupational Health, Fire Safety, environmental and organisational risks.

VII. To be responsible for ensuring that adverse incidents involving nursing care within the Directorate are investigated promptly, respecting confidentiality taking preventative action where necessary to ensure that IQS procedures are adhered to and fully implemented.

G. Professional Leadership

I. To provide professional Nursing leadership across the Directorate, ensuring an appropriate structure is in place to support Nurses and HCA’s at all levels, to encourage innovation and promote succession planning.

II. With the Director of Nursing develop and promote corporate nursing practice and integrated patient care policies, including the development of specialist nursing for multidisciplinary team approaches and policies.

III. To be responsible for robust systems that regularly review Nursing policies and procedures with a particular focus on the quality of practice and management at ward or department level.

IV. To support the Director of Nursing, Deputy Director of Nursing and Human Resources colleague with workforce planning, professional development and clinical leadership.

V. To strategically influence the Directorate’s training and educational plans, to anticipate future service requirements, to ensure equity and maintain compliance with the Beaumont Hospital Education, Training and Development Strategy.

VI. In liaison with the Director of the Centre of Education to work with providers of pre-and-post-registration education for Nursing and SKILLVEC for HCA’s to ensure relevant curricula are developed and delivered to meet the service needs of the directorate.

VII. To promote and maintain a culture of evidence based practice for nursing, ensuring the creation of effective local networks to share good practice and dissemination.

VIII. To ensure that all statutory requirements related to Nursing practice are met by the Directorate.

IX. To act as an advisor to the Clinical Director on matters relating to professional conduct, Nursing and Midwifery Practice issues and statutory instruments.

The Job Description indicates the main function and responsibilities of the post and is subject to review and amendment. Other specific work not covered in this job description may also be assigned by the Director of Nursing from time to time.

Eligible applicants will be those who on the closing date for the competition:

i. Are registered, or be eligible for registration in the General Nurse Division, and other divisions as relevant to the specific service, of the Register of Nurses and Midwives, as appropriate, maintained by the Nursing & Midwifery Board of Ireland (Bord Altranais agus Cnaimhseachais na nEireann)

And

ii. Have 7 years post registration nursing experience and 3 years nursing management experience at a minimum of CNM2 in an acute setting

And

iii. Possess a post graduate qualification at not less than level 8 (QQI) in health care of management related area.

And

iv. Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the office.

Experience:

* Experience of middle/senior management in a complex organisation
* Have 7 years post registration nursing experience and 3 years nursing management experience at a minimum of CNM2 in an acute setting
* Highly developed specialist knowledge of managing multi-professional teams underpinned by formal training
* Successful operational management in a multi-professional environment
* Day-to-day people management including appraisal and objective setting, recruitment and retention
* Management of large complex budget
* Operational planning and implementation including strategic planning and options appraisal

Health Services management experience
