Role Title:Clinical Nurse Manager III: Quality Coordinator for the MedEl Directorate Job Reference Number: Closing Date:Sunday, 21st December **** Purpose of the Role: The role of the Clinical Nurse Manager III is to plan, deliver and assure care that is safe, effective and person-centred in accordance with regulatory requirements (National Standards for Better Safer Healthcare) and best-practice standards as defined by the relevant National Older person care programs, and other relevant benchmarking and quality policies and standards.
Key Duties and Responsibilities The post holder is assigned to design, support, develop, implement, evaluate and manage the Quality improvement and quality initiatives within the Directorate in collaboration with the MedEl Directorate leads and multidisciplinary team members at St. Jamess Hospital (SJH).
The role of Clinical Nurse Manager III is pivotal to the co-ordination and management of the services and resources within the Department and across SJH.
The CNM III shows a capacity to adopt a leadership stance, make an impact, and influences, energises, and inspires others in the organisation.
The key roles and responsibilities include: Management of Quality improvement and quality initiatives within the Directorate ensuring an effective, efficient and quality care service.
Efficient management of human and fiscal resources.
Planning service and nursing innovations and developments.
Ensuring an effective learning and development environment for all members of staff.
The post holder provides management leadership for the Advanced Nurse Practitioners, where appropriate.
The Clinical Nurse Manager III must adhere to the Code of Professional Practice and Behaviours for Registered Nurses.
Is aware of and understands the need to adhere to Hospital and/or professional standards, policies, and procedures, relevant to their area of practice.
Communicates effectively in English language, both written and spoken, as appropriate to job requirements.
Participate and cooperate with legislative and regulatory requirements in relation to Health and Safety as outlined in the Safety, Health and Welfare Act **** and the Hospital Safety Statement.
Ensure own mandatory learning and training is kept up to date.
Support the maintenance of the accreditation processes relevant to specialist older person care, co- ordinating and ensuring efficient management of all assessment processes relevant to the role.
Lead and assist in the preparation of guidelines, reports, action plans and progress reports of Older person quality initiatives and accreditation.
Lead on and or co-ordinate nursing and collaborative quality improvement projects in MedEl and present findings to clinical staff.
Support the development and implementation of clinical audit schedules/plans in older person services in collaboration with MedEl teams.
Support and report on the clinical assurance activities within the MedEl Directorate e.g. clinical effectiveness/outcomes, morbidity rates, re- admission rates etc.
Collaborate with clinical and support service leads in the development of a framework for implementing and embedding PROMs and PREMs across care pathways.
Develop a network of contacts and communication links with other professionals and stakeholders (internally and externally) that will assist in the provision of expert advice in this specialized area of practice.
Support and coordinate the development of specialist older person benchmarking activities with multidisciplinary teams in keeping with the overarching quality and safety framework of the hospital.
Support MedEl teams to make policies, procedures, and guidelines readily available.
Support existing quality initiatives at clinical and corporate level by liaising with QSID and the wider multidisciplinary team.
Engage proactively with the hospital Accreditation Programme in the initiation and rolling out of on-going quality improvement plans with reference to HIQA National Standards for Safer Better Healthcare **** and National Guidelines.
Participate in and encourage the development of quality assurance through audit procedures.
Assist in the development and implementation of actions/recommendations as appropriate.
Communicate effectively with the MedEl Directorate Team and Nurse Managers and CNMs regarding the progress and development of quality initiatives within their area of responsibility.
Create and maintain clear and effective dissemination of information between all levels of the nursing/wider clinical team.
Facilitate staff in the development and application of audit tools to measure outcomes of care.
Co-ordinate and assist in the development and ongoing review of practices, policies, and guidelines in relation to clinical practice, utilising the outcomes of clinical audits to ensure adherence to practice.
Support healthcare professionals in the implementation of change in relation to continuous quality improvements.
Promote the development and maintenance of high standards of practice and meet statutory requirements in collaboration with all multi and interdisciplinary staff.
Disseminate new policies, procedures, and guidelines where appropriate and in collaboration with quality and safety colleagues across the hospital.
Act as a resource for staff as appropriate regarding quality developments.
Participate in relevant quality assurance initiatives and processes including training, clinical audit, complaints handling and risk management.
Chair and coordinate relevant quality committees within the Directorate eg.
MedEl Health & safety committee.
Develop synergistic relationships with key individuals such as the Quality and Safety Improvement Directorate (QSID), Research and Innovation Programme and the Trinity St Jamess Cancer Institute within the organisation to support the implementation of quality programmes.
Deputise in the absence of the MedEl ADON as required.
Demonstrate both clinical and professional leadership, enabling a multidisciplinary team culture of continuous staff learning and development in relation to clinical governance and quality.
Demonstrate the ability to self-manage and organise own workload efficiently.
Attend managerial meetings at clinical and corporate level that require the input of the Nursing Quality Co-ordinator.

Required: Registered General Nurse with The Nursing Midwifery Board of Ireland (NMBI), or eligible to register.
7 years post-registration experience in an acute hospital setting or relevant clinical area within the last 9 years.
Demonstrate 2 years project management experience at CNM II level or 2 years management experience at CNM II level in the past 4 years for a CNM III post.
Completed formal recognised post-registration education relevant to the role (e.g. Management, Project Management, Quality, lean management) or a commitment to undertake within an agreed timeframe.
Demonstrate I.T. skills including excellent keyboard skills.
Demonstrate experience in personal and professional development of staff.
Demonstrate project/change management skills.
Desired: Project management qualification and experience.
Working knowledge of healthcare patient record systems.
Analytical skills e.g., KPIs and quality metrics.
Experience and demonstration of multidisciplinary working.
Knowledge of improvement in healthcare services and care pathways.
Experience working in clinical and/or administration in older person services.
