The position is to be filled ASAP with any interested candidates to be available to commence work immediately. The working week will consist of 35 hours, 9-5pm Monday - Friday. Annual salary of €37,919. 6 month contract initially *This position may be subject to Garda Vetting and Foreign Police Clearance, if applicable you will be required to obtain these prior to commencing in this role* Purpose of the Post The Executive Officer (EO) will work in the Investment Services unit in Corporate Services. They will work in the Investment Services unit in Corporate Services. They will be part of a pilot of new governance and compliance function within the unit. This will include monitoring and ensuring compliance with financial controls, regulatory requirements, and strategic alignments with the organisations goals and the implementation of the organisations grant aid schemes. Principal Duties and Responsibilities: Grant Governance Framework: Support the ongoing development and implementation of the organisations grant governance framework. Assist in providing training and support to the Investment services team on the key implementation areas as required. Conduct periodic compliance spot checks to verify adherence to the framework. DAFM Governance & Reporting Coordination: Support in the completion of EMFAF InfoSys reporting to DAFM, working closely with Finance and IT to ensure required reporting is submitted on time, and is accurate. Support in the preparation of on time and reliable responses to DAFM information requests including (but not limited to) PMQ's Ad-Hoc queries Management reports Audit Management - Investment Services: Support Investment services responses in relation to Audits. Assisting external and internal auditors whose responsibilities involve verification and audit of grants for which the organistaion is the Implementing Authority. Assist in audit preparation and follow-up, ensuring timely preparation, smooth execution of requests, and effective follow-up on findings Grant Management System Transition and Legacy Data: Work on the transition to EMFAF grant data from the legacy GMS to the new GMS including data validation and reconciliation of grant data. This role involves working with the following software applications: Flexi-grant (GEMS) Smart Simple Microsoft Office 365 (Word, Excel, Teams, Planner) SharePoint Power BI Dynamics Provide Grant administration surge support to Investment services EO's as required. To perform any other related duties as might reasonably be required and which may be assigned from time to time. Skills, Competencies and/or Knowledge: Each candidate and every person holding the office must have; A relevant third-level qualification in information technology, business, accountancy, finance or relevant equivalent. Demonstrated experience of working with MS Suite including Office 365, Word, Advanced Excel, Power Point. Strong proficiency in Microsoft Excel with the ability to use advanced functions and formulas (e.g., VLOOKUP, INDEX-MATCH, IF statements, nested formulas). Ability to clean, validate, and transform datasets for accurate reporting. Experience of data validation and reconciliation, ensuring data accuracy and completeness Excellent interpersonal skills and an ability to work with and effectively communicate with clients and stakeholders. Reporting to the Grants Higher Administration Officer - Governance, this role will oversee the pilot of a Governance and Compliance function. They will support the development and implementation of the organistaions Grant Governance Framework, designed to ensure that grant-making processes are transparent, accountable, and aligned with organizational policies and donor requirements. The orgaisations Investment services are currently transitioning to a new GMS. Part of the integrated grants team, the role will support the transition of data from the legacy system to the current system, including data validation and reconciliation.
