Description
The Real Estate Development Manager (REDM) will lead data center development for AWS, acting as the Single Threaded Owner (STO) on behalf of DCSS. From contract signing on Development agreements to fulfilment of development obligations, you will own the full real estate development process. Your responsibilities include ensuring that internal and external stakeholders collaborate effectively to deliver capacity within scope, specification, programme, and budget. Early resolution of challenges and timely escalation when needed will be a regular part of your role.
As SDR, you will collaborate with Real Estate Transaction Managers (RETMs) during negotiation of the scope, specification, programme, and budget. Key responsibilities include negotiating settlement of development time and cost provisions, resolving specification proposals with AWS stakeholder teams, advising DCSS team members on technical and contractual matters, acting as STO for developments, developing and maintaining a Development Business Plan (DBP), preparing Monthly Development Reports (MDR), managing stakeholder relationships, mitigating adverse time and cost impacts, ensuring delivery of all agreement terms and CDO Works commitments, updating leadership on progress, managing any remaining development obligations after handover, and preparing the Development Close‑Out Report (DCOR).
Schedule: A typical day begins with reviewing a DBP for a newly signed BTS agreement, followed by a call with a counterparty for the monthly Development Cost Report. By midday, you work with Pre‑Construction and Design Engineering to categorize CSI and CDO for a newly acquired land site, and finish by updating the Development Risk Register and preparing an escalation recommendation.
Key Job Responsibilities

Determine appropriate development time and cost provisions and negotiate settlement for contractual arrangements with developer partners.
Consider specification proposals in consultation with AWS stakeholder teams; resolve compromises and conflicts for inclusion in contracts.
Support and advise team members within DCSS on technical and contractual matters of a real estate and development nature.
Act as Single Threaded Owner (STO) for developments from contract signing to handover to the Strategic Portfolio Management (SPM) team.
Develop and maintain a Development Business Plan (DBP), including cost plans, stakeholder management plans, and risk registers.
Prepare Monthly Development Reports (MDR) against the DBP, covering cost performance, progress, and risk status.
Manage internal and external stakeholder relationships, including counterparties, AHJs, and third‑party consultants.
Identify and mitigate adverse time and cost impacts, escalating with recommendations where required.
Ensure delivery of all development agreement terms and CDO Works commitments.
Keep leadership regularly updated on development progress.
Manage any remaining development obligations after property handover to internal teams.
Prepare the Development Close‑Out Report (DCOR), reviewing outcomes against the approved plan and acting on lessons learned.

Basic Qualifications

Bachelor's degree or equivalent in Construction Management.
Senior‑level experience managing multidisciplinary property‑related project teams including Project Managers, Architects, Solicitors, Planners, Quantity Surveyors, Engineers, Property Consultants, and Environmental Consultants.
Demonstrated experience as a development manager or equivalent STO role managing complex multi‑party development programmes from pre‑transaction through delivery.
Strong financial modelling and analytical skills, including experience with development cost plans, cost reports, NPC/TCO analysis, and GMP/Fixed‑Price structures.
Ability to work effectively across internal and external organisations.

Preferred Qualifications

Proven success at delivering large‑scale real estate developments across a range of asset classes across Europe.
Experience with industrial real estate, land negotiations, and Collateral Development Obligations (CDO) or Critical Servicing Infrastructure (CSI).
Familiarity with Build‑to‑Suit (BTS) and Hybrid development agreement structures and knowledge of entitlement, permitting, and AHJ engagement processes across multiple EMEA jurisdictions.
Fluency in any European language in addition to English.
Professional qualifications such as MRICS, RICS, or equivalent.
