Fleet Compliance Manager
Location: Dublin, Ireland, with nationwide travel
Contract: Full-time

Panda is looking for an experienced Fleet Compliance Manager to help keep one of Ireland’s largest operational fleets safe, compliant and performing to the highest standards.
With 600+ vehicles supporting residential, commercial and industrial services across Ireland, fleet compliance is critical to how we operate. This role will take ownership of fleet compliance standards across depots, workshops and regional fleet sites, ensuring our operations remain fully aligned with Irish transport, road safety, health and safety, environmental and regulatory requirements.
As Fleet Compliance Manager, you will work closely with Fleet Managers, Depot Managers, Mechanics, Operations Managers and Compliance teams to strengthen governance, reduce risk and support continuous improvement across the business.
This is a hands‑on, visible role for someone who combines strong regulatory knowledge with practical fleet, transport or logistics experience.
What You’ll Be Doing
Fleet Compliance & Governance
Ensuring Panda’s fleet operations remain compliant with Irish transport, road safety and regulatory requirements.
Managing compliance across areas including RSA requirements, HSA standards, tachographs, driver hours, waste transport regulations and vehicle maintenance standards.
Overseeing vehicle licensing, permits, insurance, inspections and regulatory documentation.
Maintaining accurate, audit‑ready fleet records across digital systems and compliance platforms.
Keeping up to date with legislative changes and communicating any business impact clearly.
Audits, Risk & Reporting
Developing and maintaining a robust fleet compliance framework across maintenance, inspections, servicing schedules and audit controls.
Leading internal and external audits across fleet locations.
Reviewing fleet data to identify risks, trends, gaps and improvement opportunities.
Producing clear compliance reporting for operational and senior stakeholders.
Ensuring corrective actions are followed through and embedded across sites.
Safety & Operational Standards
Championing strong health, safety and roadworthiness standards across all fleet operations.
Supporting safety initiatives, compliance campaigns and training programmes.
Ensuring vehicle roadworthiness processes are followed consistently.
Challenging poor practice constructively and driving higher standards across depots and workshops.
Stakeholder Support
Working closely with Fleet Managers, Depot Managers, Mechanics, Operations Managers and Compliance teams.
Providing guidance and training to operational colleagues on fleet compliance requirements.
Acting as a key point of contact for regulatory bodies and external auditors.
Building strong relationships across multiple sites to ensure compliance is understood, owned and delivered.
Continuous Improvement
Identifying opportunities to improve fleet compliance processes, systems and reporting.
Supporting the introduction of new fleet technologies, including telematics, DVIR systems and predictive maintenance tools.
Helping modernise compliance controls and reduce manual or duplicated processes.
Driving initiatives that reduce risk, improve safety outcomes and optimise fleet performance.
About You
We’re looking for a confident, organised and technically strong Fleet Compliance Manager who understands the importance of compliance in a fast-moving, multi-site operational environment.
You Will Bring
3–5+ years’ experience in fleet compliance, transport compliance, logistics management or a related operational role.
Strong knowledge of Irish transport legislation, tachographs, driver hours, fleet maintenance standards and vehicle safety regulations.
Experience working with large fleets, ideally 200+ vehicles.
Strong analytical, reporting and problem‑solving skills.
Excellent communication and stakeholder management skills.
Confidence working with operational teams, senior managers, auditors and regulatory bodies.
A proactive approach to risk management and continuous improvement.
Ability to travel across Ireland as required.
Full clean driving licence.
Desirable Experience
Experience in waste management, utilities, transport or heavy industry.
Knowledge of RSA systems, telematics platforms, fleet management systems or compliance software.
Qualification in Transport Management, Fleet Management, Compliance or a related discipline.
Experience with Lean, Six Sigma, ISO standards or other continuous improvement frameworks.
