With its new services, SYSTRA supports its clients and partners in their digital, ecological and energy transition, in order to invent the mobility of tomorrow.ContextWithin the PIC Project Team based in Hanoi (Vietnam), and under the Contract & ClaimsDirector responsibility, the Claims Expert is in charge of claims and quantum assessments andContract Administration of the various books of FIDIC and as amended and provides claimsadministration service and claims rebuttal / assessment / evaluation and recommendationadvice to the Contract & Claims Director and to the Client as may be requested during theContract(s) execution phase for various CPs.Note:- This position based in Hanoi (Vietnam).Missions/Main DutiesContract and claims administration and coordinator (investigating and preparingcontractual letters etc. through close collaboration with each contract packagetechnical teamReview and verification for correctness of proposed Project Change Requests,Variations, Claims, quantum assessment, work with schedulers to assess EoTsubmissions, prepare evaluations, seek agreement and determinations as may benecessary.Monitor and ensure a vigilant follow-up of all potential claims and recording inaccordance with the timescales of the contracts and work with local contractadministration specialist to ensure all dashboards and information is up to date andable to be shared with the client error free.Organize meetings if and when required with each Contractor package, workautonomously or as directed by the C&C or Project Director in order to fulfil the overalldirection of the Employer or PIC Project DirectorEnsure compliance with the respective contracts national and international standardsand legislation,In charge of writing the reports, recommendations, and evaluations and the full excelquantum assessment of each claim submitted.Provide cover for C & C Director on leaveExperience RequiredHaving minimum 10 years of experience in consulting / project or mega project / EPCfield or working field including a minimum of 5 years of Railway / Claims / Contractsexperience in similar projects or project of the same scale or bigger.Metro or Railway Project Experience essentialInternational experience of difficult, fast paced projects with high volume workloads.Very good excel level – super user – quantum expertise in excel preparation and PICassessment of cost claims in excel format.Assessment of delay analysis of EOT claims vis-à-vis the Client with aid of scheduleteamMaintain continuous records of delays and propose the strategy to claim such delays.To prepare robust rebuttals or fair assessments to delay notifications.Manage delay analysis for all planning/time elements of counterclaims and ensureappropriate methods of delay and program analysis with use of the schedule expertsProvide a forensic analysis and evaluation of relevant facts and records.To PM any external parties assigned to develop delay analyses, prepare claimsdefence, or respond to claims as directed by the line Manager via the Employer /ClientTo interface with any quantum or delay experts in any DB or arbitration proceedings,to ensure that the proper delay analyses are performed, and to ensure SYSTRA (TheEngineer) or the Clients interests are protected in any possible DB arbitration.For proactive Contract Management, to forecast any delay culpability of each ContractPackage Contractor and to report such to the C&C Director, PD and Client, andcontribute to developing a strategy to mitigate any claims risks.To support in assessing and challenging the quantum of any received claims.To review and advise the appropriateness of any mutual submission made to the Clienttogether with advice the risks, and the mitigation measures.Technical expert in Claim Management and Dispute Resolution ProceedingsExpert in FIDIC Contract and Claim ManagementProfile/SkillsContractor or Consultant BackgroundBSc or BA or MSc Quantity Surveying or Commercial ManagementMRICS (attained in Europe)MCIARB (ok not essential)LLM or SQE 1 & 2 (a plus but not essential)Western Educated (not correspondence or online) – preferably native English speaker orhigh business fluency for letter and report writing without errors.Systra is an equal opportunities company; this position is open to all applicants.
