The Senior HSE Manager is responsible for developing, implementing, and overseeing health, safety, and environmental (HSE) compliance across key client accounts.
The role ensures that all client operations are conducted in accordance with applicable legislation, regulatory standards, and industry best practice.
This position plays a critical leadership role in fostering a proactive safety culture while maintaining strong client relationships and supporting operational excellence.
The Senior HSE Manager will work closely with internal cross-functional teams and will be supported by the DSS Operations Manager and Consultancy Services Manager in relation to organisational structure and business scope.
Key Responsibilities
Client HSE Management
Act as the appointed Senior HSE lead for key clients in the Dublin / Leinster region.
Manage client relationships in line with DSS operational requirements.
Provide professional HSE advice and support aligned with client scope of works.
Ensure full compliance with applicable health, safety, and environmental legislation.
Health & Safety Policy Development
Develop, review, and update health and safety policies and procedures in line with current legislation and best practice.
Ensure policies are effectively communicated and consistently implemented.
Support clients in developing project-specific safety documentation where required.
Risk Assessment and Management
Conduct regular risk assessments and safety audits to identify potential hazards, recommend improvements, and ensure compliance with safety standards.
Develop strategies to minimize risks and prevent accidents, injuries, or incidents.
Training and Education
Create and implement health and safety training programs for clients, including new hire orientations, refresher courses, and specific hazard-based training.
Ensure that training materials are updated and accessible, and that training sessions meet regulatory and organizational requirements.
Lead investigations of accidents, injuries, or unsafe conditions; prepare incident reports and maintain records in compliance with regulatory standards.
Recommend corrective actions and monitor follow-up to ensure issues are resolved.
Regulatory Compliance
Ensure compliance with all applicable occupational health and safety laws and regulations.
Stay updated on regulatory changes and communicate implications to the organization.
Familiar with duties holder requirements for clients who work in line with the construction regulations ****
Management System Compliance
Assist in the development, implementation, and management of the ISO accreditation for clients that DSS manage
Ensure the organization's policies, procedures, and practices align with standards and support a culture of safety.
Reporting and Documentation
Prepare regular health and safety performance reports, including metrics on incident rates, training completion, and risk management outcomes.
Maintain accurate records related to safety inspections, training, incident investigations, and corrective actions
Monitoring & Performance
Site auditing/inspections in line with client scope of works
Corrective action logging and close out of recorded findings
Communication of close out through safety briefings
Strong knowledge of Irish and UK HSE legislation
Experience in construction and high-risk environments
Excellent communication and client-facing skills
Strong leadership and decision-making capability
Ability to manage multiple projects and priorities
Report writing and analytical skills
Proactive and solutions-focused approach
Key Requirements
Qualifications
Relevant third-level qualification in Occupational Health & Safety, Environmental Management, or related discipline
Chartered Membership of IOSH (CMIOSH) or working towards same (desirable)
Full clean driving licence
Experience
Minimum 5+ years' experience in a senior HSE role
Experience working within construction or high-risk operational environments
Proven experience managing client accounts and acting as a primary HSE advisor
Demonstrated experience conducting site audits, inspections, and risk assessments
Experience leading accident/incident investigations
Experience implementing and maintaining ISO management systems
Strong understanding of Construction Regulations **** and duty holder responsibilities
