Job Title: Maintenance Officer Department: Housing Responsible To: Property and Housing Manager 1.
GENERALRESPONSIBILITIES The role of the Maintenance Officer is to ensure that Fold Ireland Housing Association provides an efficient, cost effective, good quality repairs and maintenance service for all properties it manages.
The Maintenance Officer will play a key role in the day-to-day delivery of the repairs and maintenanceservice.
The Maintenance Officer will liaise closely with Housing Management staff and have a dual responsibility with estate inspections and services.
Provide expert advice and information to Housing with Care Managers, tenants and residents in response to requests for repairs and maintainence.
The post holder will support responsive and planned maintenance programmes while ensuring properties remain safe, compliant and fit for purpose.
2.
SPECIFIC DUTIES 2.1 Day to Day Repairs Carry out pre and post inspections forrepairs Operate the Associations computerised repairs system including call logging, recording repairs and the production of worksorders.
Review contractors invoices for rates charges, hours worked and materialcharges.
Identify rechargeable repairs and insurance claims in line with the Associations Maintenance Policy.
Monitor response times regularly for completing repairs in order to measure contractorperformance.
Ensure all works are completed in line with health & safety and statutory compliance requirements 2.2 Approved Contractors Operate a list of approvedcontractors.
Ensure that any contractors on approved list are suitably qualified for the type of work they undertake and have all the necessary documentation required to be an approved contractor inplace.
Oversee the work of approved contractors in aprofessional manner and monitor performance against KPIS, value for money and quality.
2.3 Asset & Planned Maintenance Responsibilities Assist the Housing / Estates officer, Housing manager and external consultants in the production of planned and cyclical maintenanceprograms.
Oversee and co-ordinate planned and cyclical maintenance programs including the annual servicing of gas boilers to tenantedproperties.
Carry out and maintain a rolling programme of stock condition surveys Responsible for the development and delivery of an active AMS.
Features of the AMS includes a strong evidence-based understanding of stock performance which facilitates both the maintenance and enhancement of the stock to meet the changing needs and expectations of our customers as well as regulatory requirements.
Maintain a continuing programme of Stock Condition Surveys a stock database which underpins investment decisions.
Producing detailed long-term investment programmes.
Maintaining a 30-year projection of maintenance spending Assessing, drafting specifications, tendering, procuring, and managing contracts to maximize investment for planned and cyclical works.
Manage contracts for planned works to ensure quality compliance and value for money.
2.4 Void Properties Inspect and assess vacant properties and organise repairs where necessary and ensure all work is completed to the required standards and as quickly as possible to minimize rentalloss.
Arrange removal of personal belongings and clearance works where requires Add a bullet Ensure properties meet lettable standards before reallocation.
Liaise closely with Housing Management staff to ensure prospective tenants can view void houses.
Attend and contribute to regular maintenance meetings.
2.5 Out of Hours Respond to out of hours calls as necessary andoccasionally attend on site if the situationarises in line with our Business continuity plan.
Attend as necessary out of hours committee meetings, residents association meetings, training courses, seminars andconferences.
2.6 New Build Development Liaise with Development staff from an early stage on new build specifications andproducts.
Attend onsite inspections during the construction phase to gain knowledge of the buildings fabric andservices.
Contribute to smooth handover of the building from the contractor to ensure all the necessary procedures and documentation is received as per the Associationspolicy.
Support defects inspections and ensure defects are resolved within the liability periods 2.7 Estate and Property Management Carry out regular estate and close inspections and order necessaryrepairs.
Oversee landscape contractor and report and instruct any remedialworks.
Liaise closely with Housing Staff on estate management issues andservices.
Identify and report health and safety hazards within estates and monitor communal areas 2.8 Customer Care Respond to all the Association customers (residents and others) in a prompt, polite and efficient manner and deal with any complaints as per the housing associations complaints handing policy andprocedure.
Where required assess customer satisfaction with the repair and maintenance service and co-ordinate the production of information leaflets about theservice.
Promote a customer focused repairs service with clear communications and timely updates 2.9 Miscellaneous Work closely with all other staff from the Association to ensure the delivery of all services is efficient and effective to all its customers.
Ensure compliance with health and safety legislation fire safety standards and relevant housing regulations.
Carry out other specific tasks as instructed by the Property and Housing Manager.
