The Outsourcing Governance and Oversight Manager is a senior leadership position within Funds Services Operations, responsible for supporting and maintaining a world-class governance and oversight framework across all outsourced and off-shored functions globally.
The role is responsible for ensuring that all outsourcing arrangements across the Global Funds Services (GFS) community are compliant with regulatory requirements, internal policy, and industry best practice.
The role demands a strategic leader with deep expertise in fund services, risk and controls, and global regulatory environments.
Responsibilities
Global Outsourcing Governance Framework:
Define, evolve, and support a robust, globally consistent governance and oversight framework for all outsourced and off-shored functions across GFS.
This includes ensuring all legal, contractual and governance documentation (Service Level Agreements-SLAs, Performance Level Standards Documents - PLSDs, Inter-Company Service Agreements-ICSAs, etc.) are in place, current, compliant, while strategically expanding and standardising the framework across the GFS global community.
Global Due Diligence Programme Management:
Own and maintain the Global Due Diligence Schedule, overseeing the planning and execution of due diligence service visits to all COE sites and our outsourcing services providers across jurisdictions.
This involves ensuring high-standard due diligence reports are produced, reviewed by senior management, and that there is timely tracking and management of remediation plans should errors be identified.
Regulatory Compliance and Engagement:
Monitor the evolving global regulatory landscape to proactively ensure full compliance with all applicable requirements related to Governance Oversight across all GFS jurisdictions.
Serve as the senior point of accountability for regulatory engagement, managing visits, examinations, and subsequent follow-up actions globally.
Audit and Examination Leadership:
Act as the global senior interface for external audit, regulatory examination activity, and internal audit/compliance reviews related to outsourcing governance.
Lead audit and exam preparedness across all locations in all matters outsourcing, be cognisant of global audit schedules, internal reviews, and ensure effective actioning of findings and recommendations within agreed timeframes.
Operational Risk & Controls Oversight:
Provide global senior oversight of operational controls for outsourced and off-shored functions, ensuring a consistent and robust control environment.
Reporting & Management Information:
Support the production of high-quality global monthly and quarterly reporting (e.g., Business Risk Control Committee, Disclosure Committee, Regulatory Returns), ensuring data accuracy, insightfulness, and executive readiness.
Monitor and interpret global management information and benchmarks to assess governance function performance and maturity, driving continuous improvement with best practice processes and controls.
Strategic Leadership and Organisational Development:
Provide visionary leadership to a globally distributed team, fostering a high-performance, client-centric, and risk-aware culture.
Coach, mentor, and develop talent across multiple jurisdictions, actively contributing to and influencing senior management to drive the strategic direction of outsourcing globally.
Drive continuous improvement initiatives
within governance processes and controls.
Qualifications
Extensive experiencein financial services, with tenure in a senior leadership role within fund services, risk, controls, or outsourcing governance at a global or regional level.
Audit experience(internal audit, external audit, or regulatory examination management) within the financial services industry.
Excellent command of English with exceptional written and verbal communication skills.
Deep understanding offund products, risk management frameworks, operational controlsand a comprehensive understanding of global regulatory frameworksapplicable to fund administration and outsourcing.
Exceptionalproject and programme managementskills, with the ability to manage multiple concurrent initiatives.
Ability to implement, manage, and evolveenterprise-scale governance frameworksacross complex organisations.
Proven ability tolead, inspire, and develop geographically dispersed teams.
Adaptable and resilient in a fast-paced, constantly evolving global environment.
