Procurement Manager Excel Recruitment is seeking a Technology Procurement Manager for our client who specialises in the transportation and public services sector. This is a key role within the Procurement & Materials Department, focused on managing procurement for technology projects across the organisation. Responsibilities Lead tendering processes for technology projects, ensuring compliance with EU directives and internal policies. Promote sustainability throughout procurement activities. Conduct investment appraisals to support procurement decisions. Manage mini-tender competitions and justify procurement decisions. Oversee contract management for IT projects, including legacy systems. Develop and maintain Standard Operating Procedures (SOPs) with end users. Ensure compliance with the Public Spending Code and manage KPIs. Facilitate regular meetings with stakeholders to align on goals. Track budgets and report on spending variances. Requirements Minimum Level 6 qualification in Public Procurement. At least 3 years' experience in public procurement, ideally in the utilities sector under EU directive 2014/25/EU. Strong understanding of various tendering procedures (e.g., Frameworks, Competitive Dialogue). Commercial acumen and ability to deliver value for money. Excellent communication, negotiation, and relationship-building skills. Experience supporting School Transport Tenders is a plus. Creative problem-solving and ability to lead change. Strong planning and organisational skills. Proficiency in MS Office and experience working with cross-functional teams.
