Comhar Linn INTO Credit Union IT Manager 2 Year Fixed Term Contract This is an exciting opportunity to join a leading and ambitious credit union based in Dublin city centre.

Comhar Linn INTO Credit Union serves the financial needs of INTO and RTAI members and their families, all of whom are connected to the education community throughout Ireland.

We are the preferred provider of savings, loans and day-to-day banking for our members.

The credit union wishes to appoint an IT Manager on a two-year fixed term contract, reporting to the CEO.

The IT Manager will have specific responsibility for the area of Management, Planning and Control of the Information Technology systems in Comhar Linn INTO Credit Union.

The IT Manager will be responsible for the development and management of the digital transformation strategy in the credit union.

This is a pivotal leadership role driving technology alignment with business objectives.

This role is responsible for leading IT projects, troubleshooting technical issues and ensuring alignment with organisational goals and objectives.

The successful candidate will proactively influence outcomes and contributes to the execution of strategic plan priorities, inherent to this role, and effectively coordinates and drives various IT projects to their successful completion.

This is initially a contract appointment to lead and implement the Credit Unions integrated IT Risk, DORA and IT Strategy programme as outlined by the organisations recent IT regulatory review.

The role will establish the technical foundations, governance structures and operational resilience capabilities required by DORA and the CBI IT Risk Thematic Review.

Key Responsibilities and Accountabilities: Define and execute an IT and digital strategy that aligns with business objectives and supports long-term growth.

Translate DORA articles into practical IT requirements across systems, processes and ICT third-party providers.

Act as technical lead for DORA implementation, ensuring ICT systems, third-party providers, security controls, and resilience measures meet regulatory requirements proportionate to the Credit Unions size and complexity.

Lead the implementation of the DORA roadmap and contribute expert input to the gap analysis and applicability assessment performed by the in-house Risk and Business Analysts.

Oversee remediation work related to the CBI IT Risk Thematic Review, ensuring proportional, sustainable compliance.

Work closely with the Risk Analyst to ensure policies, procedures and testing frameworks meet DORA and CBI expectations by providing the necessary technical content and feasibility insights.

Manage and co-ordinate all IT Critical Third-Party Provider (CTPP) relationships, ensuring outsourcing compliance and monitor performance against agreed service levels.

Coordinate all technology workstreams within the Integrated IT Risk, DORA and IT Strategy Programme, ensuring deliverables are met within the regulatory timelines.

Manage all aspects of IT, including banking system, remote access, phone system, HR systems and alarm/CCTV/physical access systems.

Manage IT infrastructure performance, ensuring system availability, security, resilience, and scalability.

Management of the credit union Business Continuity, Disaster Recovery and Operational Resilience plans, including regular scenario testing.

Develop and maintain the cybersecurity framework, including policies, risk assessments, incident response, and penetration testing.

Supervise and project manage IT maintenance and IT development & improvements, including change management and all IT projects.

Embed proactive risk management and issue resolution.

Prepare and maintain appropriate procedures and policies.

Research, evaluate and action existing and emerging technologies.

Balance technological and capacity resources to the credit union and members needs.

Ensure all technology practices adhere to regulatory and security standards.

Requirements The candidate must have a related third level qualification in Computer Science, Information Systems, Cybersecurity, Engineering or related discipline.

At least 6 years relevant experience within the information technology field in financial services, fintech, regulated environments, or an industry with reliance on technical IT expertise.

A track record working in an outsourced/partner-dependent IT operating model common to small and medium-sized financial institutions.

Experience delivering technology components of regulatory, resilience or risk remediation programmes (e.g., DORA, EBA/ECB guidelines, IT risk frameworks, ISO 27001, or similar).

Strong skills in people management, leadership, IT, and strategic implementation.

A minimum of 3+ years managerial experience.

High level of competence in solution-based problem resolution.

Proven experience in managing program budgets and IT costs in large business environments to ensure targets are met.

Excellent communication skills for effective status reporting and issue resolution.

Alignment to the ethos of the credit union.
