Inland Fisheries Ireland (IFI) has an exciting opportunity for an Engineer Grade 3 to join our Barrier Mitigation Division.
The Barrier Mitigation Division is a newly created team within IFI. IFI has been asked to take on the role of managing a newly established National Barrier Mitigation Programme 2024 - 2027 (NBMP), funded by the Department of Housing, Local Government and Heritage (DHLGH) and the Department of the Environment, Climate and Communications (DECC).
The aim of the National Barrier Mitigation Programme is to improve river hydromorphology and connectivity in Irish catchments by strategically targeting significant barriers to fish passage and structures degrading river form, flow and function. Iconic species such as Atlantic salmon and the European eel are threatened, and IFI is mandated to protect them under law. Removing barriers will open up habitat to various species in an era where habitat loss is impacting biodiversity nationally and internationally.
Reporting to the Engineer (Grade 2 or Grade 1), this role provides an opportunity for an individual with civil engineering experience in the ecological/environmental arena to play a key role on the remediation works required to mitigate or remove barriers.

Key Responsibilities
* Undertake, or assist in the management of projects and technical assessments, studies or research in connection with the barriers mitigation division activities.
* Work closely with colleagues from the Barriers Mitigation Research Programme to obtain and review data from site assessments, environmental monitoring, third party reports and design proposals.
* Evaluate the environmental impacts of proposed barrier mitigation options.
* Undertake design tasks including calculations, testing and assessment of proposed remediation works.
* Supervise consultants and review technical reports and studies, assisting in choosing optimum design solutions.
* Prepare and present findings, technical documents, costings, and recommendations on proposed remediation works.
* Plan and manage remediation works concerning barrier mitigation and removal.
* Plan, implement, manage and supervise day-to-day tasks of construction and remediation schemes including evaluation of costings.
* Organise, direct and supervise site investigation, project construction and maintenance including supervision of direct labour and contractors.
* Contribute to site-specific health and safety plans, risk management, standard operating procedures and risk assessment method statements.
* Foster collaborative and strategic relationships with key internal and external stakeholders, vendors and technical service providers.
* Engage with procurement activities in line with IFI policies and public sector procurement guidelines to deliver the programme of mitigation works.
* Comply with IFI policies and standards and the Code of Practice for the Governance of State Bodies.
* Perform other duties as assigned by the Engineer (Grade 2 or Grade 1) or nominee.
Key Experience & Qualifications
The ideal candidate must, on or before the closing date, have the following:
Essential
* A recognised third-level qualification at a minimum level of NFQ Level 8 (Honours Bachelor degree) in Civil Engineering or Environmental Engineering or Structural Engineering, accredited by Engineers Ireland.
* Knowledge and experience of major civil engineering / environmental engineering works.
* A positive approach to problem solving.
* Knowledge of current Health and Safety legislative requirements and awareness of progressive legislative changes relevant to civil/environmental engineering.
* On appointment, possess a current full clean driving licence (Category B) recognised in Ireland for duties requiring travel.
Desirable
* Interest in design, construction or evaluation of civil engineering projects (bridges, weirs, culverts, crossings, or other river infrastructure).
* Experience working with diverse stakeholders involved in the ecology arena.
* Knowledge of ecological principles and familiarity with fisheries conservation and environmental legislation (notably the Water Framework Directive and related legislation).
* Interest in project management and contract administration.
* Experience working in the riverine environment is highly desirable.

* Strong IT skills including MS Office, MS Project, GIS/ArcGIS, AutoCAD (or equivalent) and BIM systems.

* Strong attention to detail and outstanding time and resource management.
* Ability to manage staff.
* Passion for the environment.
Location
This role may be based at any of IFI’s regional offices: Citywest, Dublin; Clonmel, Tipperary; Macroom, Cork; Limerick City, Limerick; Ballina, Mayo; Ballyshannon, Donegal.
IFI offers a hybrid working model for this role, typically 2 days remote and 3 days in the designated office, subject to business requirements and line management approval.
Remuneration
The salary scale for Engineer Grade 3 is a 17-point scale as follows (as of 01/08/2025):
Point 1 €39,473.94; Point 2 €41,995.63; Point 3 €42,670.93; Point 4 €46,036.24; Point 5 €49,412.78; Point 6 €52,822.79; Point 7 €56,391.67; Point 8 €58,643.76; Point 9 €60,908.47; Point 10 €63,191.04; Point 11 €65,459.95; Point 12 €67,735.16; Point 13 €70,011.43; Point 14 €72,278.23; Point 15 €74,566.06; Point 16 (LSI 1) €77,093.49; Point 17 (LSI 2) €79,617.77.
Salary is subject to government pay policy; new entrants start on point 1, with any subsequent changes in line with government agreements.
Annual Leave
30 days per annum (pro-rata), subject to annual leave policy conditions.
Hours of Attendance
Fixed at 35 hours per week (net of breaks). Additional hours may be required as necessary.
Tenure
Specified Purpose Contract linked to funding expected to last until end of 2030.
