It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority ("NewERA"), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI). In addition to its core functions of borrowing for the Exchequer and debt management, the FDM Unit performs a number of other functions including but not limited to: Issuing debt on behalf of the State. Prudential management of Exchequer Cash including daily short-term cash management operations to regulate the level of Government cash balances at the Central Bank of Ireland. Ongoing development of primary and secondary markets for Irish government securities as well as broadening the investor base and diversifying the State's sources of funding. Responsible for Ireland's Investor Relations Programme, engaging with International Credit Rating Agencies and distribution of economic, funding and debt analysis. Production of and reporting on National Debt Service and National Debt estimates. Managing Ireland State Savings, the brand name used by the NTMA to describe the range of Government savings products offered by the NTMA to personal savers. Providing treasury services for internal businesses, and other state bodies as required. Managing the assets of any fund delegated to FDM to manage. Role Summary The Senior Treasury Manager will be responsible for supporting the Head of Secondary Trading and Investments in managing and trading the Secondary Trading portfolio, providing liquidity to the Irish secondary bond market and market intelligence to the primary bond team, supporting the team in the investment management and execution activities of any fund that is delegated to FDM to manage and invest, including preparing /presenting investment strategies, and at all times ensuring that all dealing activities are completed in compliance within approved delegated authorities and risk limits. In addition, the successful candidate will support the Funding and Debt Management team in the providing market views, analysis and commentary, and will also be required to undertake ad-hoc treasury projects as required. Principal Accountabilities The current responsibilities and objectives, include, but will not be limited to, the following: ? Assist in the trading activities of the Secondary Trading and Investment unit, providing liquidity to Irelands secondary bond market and market intelligence to the Primary Bond team. ? Analysis of Irish government bonds liquidity, bid/offer spreads and turnover. ? Assist in the investment management and execution activities of the Secondary Trading and Investment team, working with other teams within FDM as required. ? Analysis of trading performance metrics for all trading activity, to aid review of performance reporting. ? Support the Head of Secondary Trading and Investments in the oversight and management of any other fund that may be delegated to FDM. ? Provide market expertise, analysis, views and updates to the FDM team, including providing a daily market commentary and periodic reports to senior management and the Agency Board. ? Partake, and input into, ad-hoc treasury projects as required, this may include developing investment strategies within agreed risk appetite tolerances and bringing such strategies forward for approval. ? Ensure all trading activities on the Secondary Trading and Investment unit are completed in compliance with delegated authorities and NTMA policies. ? Review and input into annual Financial Statements and monthly accounts, engaging with NTMA Finance where relevant. ? Provide support to the cash management desk in any of their investment or derivative activity. ? Liaise with internal units e.g. Risk, Compliance, back-office to ensure effective adherence to policies, and effective and efficient end to end execution of deals. ? Liaise with key stakeholders (internal and external) and market counterparts, to build and maintain strong working relationships with a view to strengthening Ireland's reputation and recognising developments that could impact debt markets. ? Monitor relevant regulatory and market developments. ? Represent FDM on any project/other workgroups as required, ? Provide support to the Head of Secondary Trading and Investments, FDM Management team, FDM team and wider NTMA as required. Education & Experience ? Third level qualification required, preferably in a business discipline. ? Appropriate academic achievement preferably in a financial / treasury management. ? Minimum 7-10 years relevant experience at a senior level in debt capital markets, with expertise in developing investment and trading strategies, fixed income execution, trading foreign exchange and interest rate derivatives, hedging strategies ? Experienced in market systems (i.e. trading, execution and market information) Skills ? Highly motivated self-starter with strong work ethic and public service outlook. ? Highly numerate with strong analytical and problem-solving skills. ? A strong communicator, both in writing and verbally. ? Strong personal drive, commitment, energy, and the resilience to thrive in a demanding environment. ? Strong understanding of Irish, European and international macroeconomic and political landscape. ? In depth knowledge of financial markets development, specifically the government bond, derivative and cash instruments markets. ? Experience in fixed income and derivative trade execution, demonstrating strategic trading skills. ? Effective team player with strong communication and negotiation skills, in addition to being reliable and adaptable. ? Results focused with a demonstrated ability to manage and execute multiple tasks with accuracy and within challenging deadlines. ? A strong desire to continue to learn and expand on your knowledge base given the diversity of work and projects that FDM and the NTMA undertakes. ? A proven track record of achievement and an ability to adapt to a rapidly changing environment. Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee's re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
