The Turnover Manager (Engineer) is responsible for managing, coordinating, and executing all turnover and handover activities across the project lifecycle.
This role ensures that all construction, quality, and commissioning documentation is accurately tracked, tagged, compiled, and delivered in accordance with client, regulatory, and project requirements.
The successful candidate will own the project's tagging system, ensuring all systems, subsystems, and components are correctly identified, documented, and traceable from installation through to commissioning and final handover.
Key Responsibilities
Develop, implement, and manage the project turnover strategy and schedule.
Lead the compilation, verification, and submission of turnover packages (TOPs).
Ensure all documentation—including construction records, test packs, inspection records, as-builts, redlines, and commissioning reports—is complete and compliant.
Maintain and administer the project tagging system, ensuring accurate and consistent tag creation, allocation, and tracking across engineering, construction, and commissioning teams.
Coordinate with discipline leads to ensure system/subsystem walkdowns, punch listing, and completions are executed and recorded.
Oversee systemization and boundaries for electrical and multi-discipline systems.
Ensure correct assignment of tags to equipment, cable systems, instruments, and electrical components.
Support the integration of the tagging system with the project completions management system (CMS).
Monitor the status of tagged items and associated documentation to ensure readiness for turnover.
Collaborate with Quality teams to verify that inspections, test records, and certifications meet project and regulatory standards.
Ensure turnover documentation meets client specifications and contractual requirements.
Participate in audits and reviews to demonstrate compliance with turnover procedures.
Work closely with engineering, construction, QA/QC, commissioning, and client representatives to streamline turnover workflows.
Communicate turnover status, risks, and priorities through regular progress reporting.
Support field teams during system handovers, walkdowns, and punch closure.
Skills & Experience
Degree or diploma in Electrical Engineering, Mechanical Engineering, Industrial Engineering, or similar technical discipline.
5+ years' experience in turnover, completions, commissioning, or construction documentation roles.
Experience in structured industrial environments such as Oil & Gas, Pharmaceutical, Energy, or similar regulated industries.
Strong understanding of systemization, turnover workflows, test packages, and construction/commissioning documentation.
Proficiency with tagging, asset management, or completions management systems (e.g., MC systems, CMS software, digital completions tools).
Experience on large electrical or process-driven construction projects.
Familiarity with commissioning processes for electrical systems (LV/MV equipment, instrumentation, power distribution).
Experience with software such as Aconex, Procore, or equivalent documentation management platforms.
Highly organized with strong attention to detail.
Excellent communication and coordination skills.
Ability to manage multiple priorities and meet deadlines within a fast-paced construction environment.
Problem-solving mindset with a focus on accuracy and compliance.
