The team provides governance and specialist advice across business areas and manages the maintenance and assurance of the safety management systems to ensure appropriate Health and Safety compliance with regulatory requirements.Reporting to the Health and Safety Operations Senior Manager, the Regional Health and SafetyManager is responsible for the governance, oversight, and management of Uisce Éireannstandards and policies. The role holder works with direct employees and 3rd party contractorsalike, to ensure adherence to Health and Safety policies where required across specific regionsand is responsible for managing a team of regionally based health and safety advisors.Main Duties and ResponsibilitiesLead team to create, develop and implement, Health and Safety policies, procedures, guidelines and templates, which form part of the overall national Safety Management System.Provide strategic and technical guidance, advice and support to Uisce Éireann leadership and management on Health and Safety policy and strategy and ensure overall compliance to these standards by the rest of the Uisce Éireann businessResponsible for oversight and management of a health and safety team (as well as internal and external experts) to ensure the implementation of the core health and safety processes, alignment to Work Safe Home Safe strategy and provision of technical advice and oversight to support implementation by business units. Responsible for working closely with business stakeholders to ensure the implementation of our Health and Safety Framework. Work closely with Business Unit stakeholders to ensure key health and safety risks are identified and managed.Develop and maintain key internal and external relationships and represent Uisce Eireann on key national and international Health & Safety forums. Lead the development of the annual risk based national H&S audit and inspection strategy, and implement the national audit and inspection plan.Responsible for specialist investigation of all High Potential Incidents, recommending preventative actions to the business as well as review and approval of investigation findings.Oversee the implementation of the end to end process to manage the close out of actions and issues arising from the inspection and audit programme. This will include the development of appropriate risk mitigation strategies which balance budgetary requirements against environment, health and safety riskResponsible for the oversight, integrity and delivery of health and safety performance metrics, KPIs, reports and updates.Responsible for leading, managing, motivating, coaching and developing a team to maximise their performance. Responsible for setting objectives, reviewing and monitoring the performance and development of all team members using key performance measures.Participate in meetings to review health and safety performance, address non-conformance issues or to hold collaborative forums.Accountable for maintaining H&S critical processes to ensure legal compliance and provide assurance to Uisce Éireann on H&S performance.Ensure management of health and safety in Uisce Éireann is line with legal compliance and industry best practice. Act as the point of contact with the Health and Safety Authority in regards to Uisce Éireann’s health, safety and welfare performance, reporting all such interaction to the H&S Senior Manager as required.Ensure statutory reporting of accidents is undertaken in accordance with current legislation and Uisce Éireann procedures.General Duties and ResponsibilitiesSupport Health and Safety Senior Management in the development of the Health and Safety Strategy for Uisce Éireann, creating and subsequently implementing policy, procedures, and safety action plans across the organisation.Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standardsSupport the development of H&S communications, leading out internal Health and Safety messaging and campaigns.Communicate and report on health and safety related risks, trends and implications that need to be brought to the attention of the Head of Health and Safety and the Uisce Éireann Leadership team.Identify and support Health and Safety training requirements for Uisce Éireann staff and ensure adequate training is provided to Uisce Éireann 3rd party delivery partners where required.Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulationOther duties as required in response to business needs.Knowledge, Skills and ExperienceRelevant third level qualification and or safety management accreditation is desirable.A minimum of 7 years’ experience in the area of safety management, preferably in the water, utilities or similar industries.Demonstrable experience of safety management systems or related area is required with detailed knowledge of ISO systems and ability to interpret and translate such information into business policy and procedures.Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externallyProven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to othersHighly motivated individual, working to the highest professional standards and with proven ability to deliver resultsStrong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions at a Senior level. You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment.Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.Financially and commercially astuteExperience of implementing policies, systems and controls and overseeing the implementation of progressive policies.The closing date for receipt of applications for this vacancy is 03/04/2026.Please note that applications submitted after this closing date will not be accepted.*Please be advised that if successful you will be placed on the salary range based on your skills and experience.
