Overview

The Senior Engineer (Light Rail Network Management) leads and manages programmes of Public Transport Light Rail Projects including network renewals, enhancement, resilience and passenger wayfinding and customer experience projects. The programme supports safeguarding light rail assets and improving customer experience to maintain the high standard of service expected by Luas passengers and stakeholders.

The role works closely with the programme delivery function within Light Rail Network Management and with colleagues in the wider Commercial Operations division and Transport Infrastructure Ireland (TII). The Senior Engineer will be involved in delivering projects for all aspects of the Railway Way Systems including but not limited to building infrastructure, rail infrastructure, power and systems infrastructure, rail replacement, depot expansion and reconfiguration infrastructure, landscaping and scheme boundary maintenance.


Responsibilities

* Programme management, contract management and delivery of Life Cycle Renewal and Network Enhancement Projects as required by the Senior Programme Manager, including infrastructure upgrades and renewals, technical services for light rail, and development of Employer’s Requirements and specifications.
* Assist the Adjacent Development team in monitoring the implementation of 3rd party developments adjacent to the Light Rail Network as required by the Senior Programme Manager.
* Assist in the development of the multi-annual programme of Lifecyle Asset Renewal and Network Enhancement Projects.
* Lead project stakeholder engagement as required by the Senior Programme Manager.
* Ensure proper collection of records and population of the safety file in accordance with TII policies.
* Ensure on-site works are safely completed in accordance with applicable legislation and TII safety policies.
* Support other TII activities and departments as required (internal and external committees, expert technical input, and on-site contract supervision and administration teams).
* Perform a challenge role, reviewing performance and effectiveness of existing practices, systems and processes and manage change to enable portfolio management.
* Coordinate and provide project information for reports to TII management, TII Board, NTA, DTTAS and DEPR.
* Provide information to the Director of Commercial Operations to address media and stakeholder queries as applicable.
* Coordinate the integration of Guidelines, Processes and Procedures and prepare/update guidance documents as they arise.
* Manage the production of plans, procedures, processes, circulars and documentation as requested.
* Oversee compliance management and implement audit recommendations; coordinate support to internal and external auditors and respond to FoI, AEI and Parliamentary Questions.
* Undertake special projects as assigned by the Head of Public Transport Construction and perform other duties as required to the grade.


Qualifications and Experience

* Hold a degree or 3rd level professional qualification in Engineering or allied discipline; Chartered Engineer with Engineers Ireland or equivalent registration with a professional body, or be on track to attain such registration.
* A minimum of 7 years post-graduate experience, with at least 4 years in management of the construction stages of projects in a senior role. Light Rail related projects experience is desirable.
* Proven leadership in a complex regulatory and operating environment, with ability to lead multi-disciplinary teams and manage cross-functional stakeholders.
* Experience in contract management, reviewing and auditing contract documents, technical specifications and operational procedures; experience in procurement of infrastructure and related services.
* Strong communication skills (verbal and written) and ability to develop and foster relationships with internal and external stakeholders.
* Full driving licence.
* Knowledge of Health & Safety legislation and a strong commitment to Light Rail safety for staff and on-site personnel.
