OverviewPost TitleDeputy Head of Hr Workforce Systems and BI DivisionPost StatusPermanent ContractDepartmentHuman Resources – HR Workforce Systems and Bi DivisionLocationBeaumont HospitalReports toHead of HR Workforce Systems and Bi DivisionSalaryAppointment will be made on a Grade V11 Officer salary scale at a point in line with Government Pay policy€60,013 to €78,795 LSIHours of WorkFull-time 35 hours per weekClose Date12 noon on 11/03/2026Interviews the week of 23rd March 2026Please note that Beamont Hospital reserves the right to close the competition early should a substantial number of applications be received.Position SummaryThe Deputy Head of HR Workforce Systems and Business Intelligence Division is responsible for ensuring the efficient, effective, and well-governed operation of HR workforce systems, employment control, time and attendance, rostering, and workforce reporting functions.The role leads the optimisation and embedding of the HR/Payroll SAP SuccessFactors environment, ensuring alignment with operational requirements, data integrity standards, regulatory compliance, and accurate workforce reporting. The post holder also supports the integration and ongoing enhancement of the Time and Attendance system to ensure seamless alignment between HR and payroll processes.The Deputy Head provides strong operational leadership across HR systems and workforce services, overseeing staff and resources, strengthening internal controls and audit processes, and driving continuous improvement. The role ensures delivery of high-quality workforce intelligence and statutory reporting to support operational and strategic decision-making across the organisation.The role provides governance, oversight, and assurance across all workforce system changes, enhancements, integrations, and reporting developments. Technical configuration, system administration, and report development activities are delivered by specialist team members and system partners under this role’s direction and control framework.The post holder deputises for the Head of Division as required and acts as a key liaison between HR, Payroll, IT, Hospital Managers, external vendors, and all service users.Responsibilities1. Operational ManagementLead the day-to-day operational management of HR Workforce Systems, Employment Control, Time and Attendance, Rostering, and BI functions, ensuring stable and high-quality service delivery.Deputise for the Head of Division at senior and operational forums as required.Establish clear priorities, delivery plans, milestones, and accountabilities across specialist areas.Ensure SOPs, user guides and governance documentation are developed, maintained and quality assured.Act as an escalation point for complex system or data issues.Support organisational change by embedding new systems and ways of working.Oversee development and maintenance of project plans, including Gantt charts and dependency tracking for system upgrades, releases, and reporting initiatives.Ensure appropriate training programmes are designed and deliveredParticipate in hospital-wide project boards and working groups as required.Foster a culture of accountability, collaboration, continuous improvement, and service excellence.Promote self-service, system confidence, and workforce data literacy across the organisation.Represent the HR department as requested at stakeholder meetings, across the hospital, community and wider HSE networkTo perform such other duties, whether or not connected with or incidental to the functions of the HR Directorate, as the DHR may reasonably require.Strategically supervise and motivate members of the team, creating and promoting a positive working environment among staff members which contributes to maintaining and enhancing effective working relationships.Promote cooperation and collaboration with other teams, departments and disciplines throughout the organisation. SAP SuccessFactors (SAP SF)Provide senior oversight of SAP SuccessFactors enhancements, configuration changes, and continuous improvement initiatives.Oversee system releases, upgrades, and patch management, ensuring structured testing, change control, communication, and training.Ensure effective governance of change requests and ticket management processes.Oversee SAP system communications, notifications, and updates.Work closely with our internal IT department and external partners to ensure system integrity and service continuity.Lead or contribute to system integrations, upgrades, and implementation of new modules or functionality.3. Time and Attendance & Rostering SystemsOversee the Time and Attendance system (currently Softworks), including upgrades, patches, and new releases.Ensure appropriate planning, testing, documentation and change control frameworks are in place for all system changeEnsure alignment between Time and Attendance, rostering, HR, and payroll processes.Lead the safe and controlled devolution of rostering functionality to managers as appropriate, ensuring governance, training, and support arrangements are in place.Ensure accurate data capture to support payroll accuracy, workforce planning, and operational reporting.4. Employment Control & Complement ManagementOversee Employment Control operations, ensuring effective complement management across the organisation.Ensure accurate tracking and control of funded and approved posts, vacancies, and workforce establishments.Maintain compliance with organisational and national workforce requirements.Ensure accurate and timely completion of statutory and national workforce returns.Provide expert oversight and challenge on establishment management to HR colleagues and senior leaders.5. Workforce Business Intelligence & ReportingProvide strategic oversight of the development of workforce BI solutions, including dashboards and reports (Power BI, SAP Stories, ad hoc analytics, and rostering reports etc).Ensure reporting requirements are translated into meaningful BI outputs.Ensure workforce data is accurate, timely, and presented clearly to support decision-making.Collaborate with stakeholders to define reporting needs and design solutions.Ensure training programmes are developed and delivered to HR teams and hospital managers on effective use of BI tools and dashboards.6. Training, User Support & Capability BuildingEnsure comprehensive training programmes are in place for HR teams, managers, and staff across SAP SF, Time and Attendance, rostering, and BI systems.Maintain up-to-date documentation, SOPs, and user guidance following system changes or releases.Promote data literacy and self-service capability across the organisation.7. Governance, Risk & ComplianceMaintain accountability for assurance that workforce systems operate within approved control frameworks and accreditation standards, including compliance with JCI requirementsSupport and coordinate internal and external audits relating to HR workforce systems, employment control, interfaces, and workforce data.Act as divisional lead for HR Systems in preparation for and participation in JCI accreditation reviews and related compliance tracking.Maintain oversight of audit findings, recommendations, and action plans, ensuring timely resolution and documented evidence of compliance.Work collaboratively with Internal Audit, external auditors, accreditation bodies, and regulatory agencies to provide assurance on system controls, data integrity, and governance processes.Ensure workforce systems support organisational compliance with JCI standards, statutory obligations, and national reporting requirements.Ensure compliance with all relevant HSE guidelines, policies, procedures and relevant legislation and regulatory requirements.Participate in the requirements of the hospital’s risk management programme.Play a leading role ensuring a culture of safety, promoting positive reporting of incidents and near misses; investigate and take remedial action on incidents or near misses involving patients and staff according to hospital policies, protocols and guidelines.QualificationsQualifications and ExperienceEssential3–5 years’ experience in HR systems, workforce analytics, or related roles (ideally within healthcare or the public sector).Proven practical experience of SAP Success Factors (particularly Employee Central and Employee Central Payroll).Experience at middle or senior management level within a complex organisation.Comprehensive knowledge of HR practices and policies or equivalentDemonstrated ability to effectively manage and support staffIn-depth familiarity with advanced MS Office SuiteDesirable CriteriaRelevant third-level qualification in HR, Business Analytics, Information Systems, or a related field.SAP Successfactors SFX Administration Accreditation or equivalentExperience managing integrations with various systems.Proficiency in Power BI, advanced Excel (or similar).Strong governance, change management, and stakeholder engagement skills.Note:The above outlines the principal duties and responsibilities currently envisaged for this role.
