Job Description: Regulatory Analyst
Location: Dublin/London
Reporting to the Regulatory Affairs team within Flutter International (FI), this position is critical in navigating the rapidly changing risk and regulatory environments of a global, large-scale division. The successful candidate will be responsible for monitoring and reporting on the size of illegal markets and the activities illegal operator across international territories.
The person filling this position will serve as a central hub for Regulatory Intelligence, working collaboratively across the APAC, CEE, SEA, UKI, and Brazil businesses to share best practices and key regulatory information. You will work with Commercial Strategy, and Marketing teams within FI, leveraging data to inform the FI strategy in relation to the illegal market. This includes conducting covert and open-source investigations into illegal gambling networks, identifying illicit methods of operation, and exploring AI-driven tools to enhance tracking capabilities. Beyond data coordination, you will prepare actionable intelligence briefings for senior stakeholders, raising awareness of regulatory risks and supporting engagement in global consultation processes.
Accountabilities:
Regulatory data coordination
* Monitor, report, analyse and update illegal market channelization reports
* Establish and maintain a repository of important regulatory materials (including illegal market channelization reports) that all FI brands can access
* Establish and monitor communication channels for efficient sharing of information around key regulatory topics including evidence relating to the illegal market
Focus on illegal market
* Conduct covert and open-source investigations into illegal gambling networks.
* Monitor trends in illegal betting, unlicensed casinos, and unregulated digital gambling platforms/markets.
* Identify key actors, methods of operation, payment/supplier channels, and geographic hubs of illicit gambling activity.
* Collect, validate, and analyse intelligence from a variety of sources, including financial records, insider accounts, legal cases and regulator enforcement data.
* Consider AI tools which Flutter can leverage to improve its illegal market tracking
* Maintain strict confidentiality, data integrity, and ethical standards in all investigative activities.
Research and analysis
* Monitor and produce detailed summaries of key industry reports including around important regulatory issues.
* Prepare clear and actionable intelligence reports, risk assessments, and briefings for stakeholders across a range of key regulatory issues.
* Raising stakeholder awareness of key regulatory issues affecting the business
* Work with our communications and Responsible Gambling teams around common regulatory issues
* Assist broader team in monitoring regulatory developments; advising the business; and engaging in consultation processes.
Skills & Experience
* Proven Investigative Background: Extensive experience in investigative work, compliance, intelligence, data analysis, or financial crime analysis.
* Industry Expertise: Strong knowledge of the gambling industry ecosystem, including online/land-based operations, payment processing systems, and supplier networks.
* Technical Proficiency: Skilled in utilizing modern IT tools and investigative methodologies, with an interest in leveraging AI for market tracking.
* Analytical & Reporting Excellence: Superior ability to distill complex data into clear, actionable intelligence reports and risk assessments for senior leadership.
* Strategic Communication: Highly articulate and confident in presenting findings to internal and external stakeholders while maintaining strict confidentiality and ethical standards.
* Project & Risk Management: Proven ability to manage multiple time-sensitive projects independently, operating with discretion in high-pressure environments.
* Regulatory Knowledge: Deep understanding of legal frameworks relating to gambling and financial crime; foreign language skills are preferred to support international investigations.
* Collaborative Mindset: A strong track record of working cross-functionally with Communications, Responsible Gambling, and Legal teams to drive unified regulatory goals.
