The Role:

Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Uisce Éireann business, and across the Local Authority user base. IT Operations is responsible for all operational run activities across Applications, Operational Technology, Service Management and Infrastructure.

IT Operations is responsible for all operational run activities across Applications, Operational Technology, Service Management, and Infrastructure. The IT Value and Performance team play a key role in IT continuous improvement. The team are responsible for day-today Opex management, budgeting, and forecasting, oversee regulatory reporting, risk and internal controls management and are accountable for approving Purchase Requirements, checking PR compliance, invoice processing and monthly accruals. The team also manage document software license agreements and entitlements, contract management plans and systems and act as the IT point of contact for all audits

Reporting to the IT Compliance Manager, the IT Value and Performance Analyst will be responsible for supporting the coordination of all IT Value and Performance related activities including; Supplier and Performance Management, IT budget and spend tracking and forecasting, working with Supply Chain to optimise framework development and supplier selection, manage all IT risk, audit and compliance reporting.

Main Duties and Responsibilities:

* Support the delivery of IT Value and Performance activities including; Supplier and Performance Management, IT budget and spend tracking and forecasting, working with Supply Chain to optimise framework development and supplier selection and portfolio delivery solutioning
* Report on the IT financial performance, analyse and explain variances and support IT budget decision making for the IT leadership team
* Report on the IT performance against the commitments given to the Regulator and Department and produce concise and clear reporting packs to update senior management in IT and Business Services
* Support the management of IT suppliers, vendors, and contracts through their lifecycle ensuring maximum performance including the organisation of regular review meetings
* Support the management, control and protection of all software asset management assets across IT
* Support the management of internal and external audit recommendations, risks and internal controls and the co-ordinate the implementation of any associate recommendations
* Drive continuous process improvements – identify opportunities, generate ideas and recommend and implement solutions
* Engage proactively with business stakeholders, participate in relevant business facing meetings and develop strong working relationships with IT customers
* Ensure risk are managed effectively and raise and escalate issues as appropriate

General Duties and Responsibilities

* Collaboration with key internal stakeholders across the UÉ business.
* Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
* Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
* Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
* Other duties as required.

Knowledge, Skills and Experience:

* Strong ability to perform complex PO and financial reconciliation with high accuracy
* Strong process- orientation with experience improving data workflows and reporting efficiency.
* Strong communicator who knows when to tailor their style and influence effectively
* Relevant third level qualification and or accreditation is desirable
* A minimum of 3 years' Experience in the water, utilities or similar industries is desirable and or relevant experience
* Experience managing a team, with strong people, change management and conflict resolution skills
* Ability to develop and maintain effective partnerships with key stakeholders internally and externally
* Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
* Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
* Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
* Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
