Role Function:
* Establishing and maintaining an independent quality system to monitor compliance with Airworthiness Authorities and quality system requirements.
* Implementing the quality audit programme in which compliance with all maintenance procedures is reviewed at regular intervals in relation to each part maintained and that any non-compliance or poor standards are brought to the attention of the person concerned.
* Lead the implementation and enhancement of a Safety Management System P145 for StandardAero Cork & have direct access to the Accountable Manager on matters concerning Compliance Monitoring.
Duties and Responsibilities:
* Provide periodic reports on safety performance to the Safety Review Board.
* Acts as an information conduit to bring safety issues to the attention of management and to deliver safety information to the organization's staff, contractors, and stakeholders.
* Assists in the continuous improvement of the hazard identification and safety risk assessment schemes and the organization's SMS.
* Analyses technical data for trends related to hazards, events, and occurrences.
* Responsible for providing information and advice to senior management and to the Accountable Manager on matters relating to safe operations.
* Ensuring that the activities of the organisation are monitored for compliance with the applicable requirements and any additional requirements as established by the organisation, and that these activities are carried out properly under the supervision of the nominated persons.
* Ensuring that any maintenance contracted to another maintenance organisation is monitored for compliance with the contract or work order.
* Establishing an independent audit system to monitor compliance of the Part-145 organisation with EASA requirements, and that an audit plan is properly implemented, maintained, and continually reviewed and improved.
* Establishing regular meetings with the Accountable Manager to appraise the effectiveness of the Compliance Monitoring. This will include details of any reported discrepancy not being adequately addressed by the relevant person or in respect of any disagreement concerning the nature of a discrepancy;
* Monitoring the amendment of the organisation's procedures and standard practices (MOE, including the associated procedure(s)) and their compliance with the current revision of Part-145 plus any other applicable regulatory requirement and guidance material issued by EASA;
* Submission of the MOE and any associated amendments, to the competent authority for approval (which includes completion of and submission of EASA Form(s) 2.
* Assessing providers of materials, standard parts, components and contracted organisations for satisfactory product quality in relation to the needs of the organisation;
* Assessing subcontractors working under the Compliance Monitoring and maintaining the expertise necessary to be able to do so, to the satisfaction of EASA.
* Issue /renewal/cancellation of EASA Part-145 C/S - S/S individual authorisation;
* He/she is responsible for the notification to the competent authority, as applicable according to the procedures established in the MOE, of maintenance activities conducted outside the approved locations
* Establishing feedback from of audit findings into the recurrent training programme;
* Assessment of possible sub-contractors for extension of the quality system
* The grant of certification privileges within the organisation, the control of Inspection Stamps and the calibration of all measuring / test equipment.
* Monitoring customer complaints with appropriate defect analysis so that any adverse trends are identified and responded to promptly.
* Reviewing and amending the MOE, with total overall control identification of MOE sections, revision status, issue dates, etc, recommending any changes to the Accountable Manager. The submission of proposed amendments to the IAA for approval and for subsequently ensuring the distribution copies of approved amendments to all copy holders.
* Unless previously reported by the customer, reporting to the manufacturer and to EASA / IAA any condition of an aircraft component which could hazard safety.
* Liaise with external parties on matters relating to the quality management system
* Maintaining records of all inspection and test equipment to ensure that it is checked at regular intervals per the calibration schedule for correct and current calibration.
* Liaising with engine manufacturers, customer's etc. on technical matters as appropriate.
* Ensure Quality staff are fully trained and kept abreast of current developments.
* Monitoring of the use of approvals granted to personnel and to report any abuses of these approvals to the individuals' supervisor, area manager and the Approvals Board.
* Monitor the timely completion of CARS delegated to the various stakeholders.
* Ensuring the promotion of awareness of customer requirements throughout the organisation
* Ensure the efficient and effective operation of the Laboratory
Person Specification:
* Recognised qualification in Engineering/Science and quality systems
* Three year's work experience in an Engineering and / or Quality environment
* Excellent interpersonal skills. Demonstrated satisfactory managerial skills
* Formalised training course at a level equivalent to Part-145 Safety Management.
