Role Summary
The Data Governance Project Manager will lead a six-month data governance initiative to establish foundational governance structures, improve data quality, and ensure that HBFI data quality, governance, and management information meet business needs.
The ideal candidate will have experience with data governance frameworks and strong project management principles.
This role reports to the Head of Operations, Portfolio and Finance.
Responsibilities
Develop and execute a detailed project plan for the data governance initiative.
Assess the current and future state Data Quality and Data Governance requirements of HBFI, including data sources, management information report design, and end-to-end process controls including data quality checks.
Assess requirements for data quality analysis projects and other system changes to support future state.
Identify HBFI resource requirements for ongoing maintenance of the data framework, including production of management information and governance.
Implement or enhance HBFI policies, procedures, and related documentation underpinning the Data Governance Framework, including documenting data ownership roles and responsibilities.
Provide regular progress updates and a final project report to senior leadership.
Management Information
Support the ongoing rollout of Power BI.
Relationships
Work closely with the HBFI Operations, Portfolio and Finance Team and other areas within HBFI and the NTMA to facilitate effective communication and working practices.
Knowledge & Experience
Minimum 4 years' experience in data analytics and governance within a financial services environment.
Prior project management experience in designing and implementing data quality and governance frameworks to support organisational needs.
Strong knowledge of report building and visualization in Power BI.
Skills
Commercially focused with strong analytical skills.
Ability to demonstrate independence of mind and make well-judged decisions.
Experience delivering short-term, high-impact projects.
Ability to identify key areas in policies where further development is needed.
Strong organisational skills with the ability to prioritise and manage own workload.
Excellent communication skills, both verbal and written.
Proficiency in Microsoft Word, Excel, Outlook and Power BI.
Qualifications
A third level qualification preferably in finance, banking, or other relevant discipline, and/or equivalent professional qualification.
Professional accountancy qualification desirable (e.g. ACA, CIMA or ACCA).
Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and is entitled to or in receipt of a pension from the Civil or Public Service, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
