Division Overview:
The Digital & Data Regulation Division (DDR Division) is a recently established division responsible for advancing the CCPC's important and expanding role in regulating digital and data markets. The DDR Division contributes to creating a trusted digital & data economy that is fair, proportionate and promotes transparency in online marketplaces.
There are currently two units in the DDR Division which deliver the CCPC's statutory functions under our digital mandate:
1) The Data Regulation Unit is responsible for regulating entities under the EU Data Governance Act (the DGA) as the competent authority. The DGA is a recent EU Regulation that sets up a model for regulation of trusted data intermediaries and data altruism organisations. The CCPC's role is to regulate Irish entities that are subject to the DGA and to ensure that data sharing happens in a trusted and fair manner. 2) The Digital Markets and Platforms Unit is responsible for regulating the transparency and fairness in online marketplaces and platforms. It fulfils this role through its responsibilities under the Digital Services Act Regulation (EU) 2022/2065 (the DSA) as the competent authority with responsibility for Articles 30 to 32 of the DSA. Each unit has its own specific area of expertise, competence and responsibility, while also contributing to the work of DDR through a collaborative approach. The DDR Division engages with industry, including large multinationals and cooperates with other authorities operating at national, EU and international levels.
This is an exciting time to join a growing, future-focused team in the CCPC. There will be opportunities to shape our new responsibilities and the work of the CCPC as our remit expands.
Role Purpose:
The CCPC is seeking to recruit a Data Regulation Manager for our Data Regulation unit, at Higher Executive Officer Grade (HEO). As Data Regulation Manager you will work in a five-person unit, reporting to the Head of Data Regulation, at Assistant Principal (AP) Grade.
The unit is preparing for the CCPC's upcoming role under the Data Act. This is a new area of law, and the CCPC's functions will need to be established to ensure we are ready to take on our new role, once Irish legislation implementing the EU law is in place.
The Data Regulation Manager will work flexibly within the team to create the framework needed for our Data Act work while supporting the existing team's work under the DGA, as both pieces of legislation are closely linked. You will have the opportunity to represent the CCPC at national and international fora and conferences.
The unit's role as competent authority under the DGA also involves:
a) Registration and notification of Irish-based data sharing entities that are subject to the DGA
b) Supervision and monitoring processes under the DGA
c) Any necessary enforcement under the DGA
d) Engaging with key stakeholders, such as industry, fellow regulators, law firms and other authorities at national, EU and international levels.
We anticipate that the Data Regulation Manager will contribute to the unit's DGA work, and work collaboratively with the unit's other Data Regulation Manager on matters of data regulation. The Data Regulation Manager will also support the broader work of the division and collaborate across the organisation on cross-divisional projects as they arise.
