Summary Of The Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the New Economy and Recovery Authority (NewERA), the National Development Finance Agency (NDFA), the Ireland Strategic Investment Fund (ISIF), the Future Ireland Funds and the State Claims Agency. The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland and Home Building Finance Ireland.
The NDFA provides financial advice to State authorities on capital projects with a capital value over €75 million and is also responsible for the delivery of Public Private Partnership (PPP) projects for State authorities (with certain exceptions such as Transport Infrastructure Ireland). In addition, the NDFA provides asset management services in respect of the operation and maintenance of PPP facilities. It also delivers Exchequer Funded capital projects on behalf of certain State authorities, including the Department of Education and Youth and certain local authorities. Following the recent publication of the Government’s Accelerating Infrastructure Report and Action Plan, the NDFA will also provide support and assistance to Government Departments and Agencies on major capital infrastructure projects.
Role Summary
The NDFA is seeking to recruit a high calibre finance professional to the position of Senior Project Finance Manager within the financial advisory team. The successful candidate will take a lead role in engaging with public sector bodies providing financial and commercial advice to assist the delivery of major capital infrastructure projects across various sectors.
It is essential that the successful candidates have clearly demonstrated an ability to develop professional working relationships with clients to meet agreed objectives and project delivery requirements. A track record in advisory and/or banking, particularly with project finance transactions or similar, is desirable.
Key Responsibilities
Project structuring and delivery: manage engagement with clients on scoping and developing projects through the full project life cycle. This work may include determining project requirements and financial, commercial and risk assessments to inform project structure and delivery.
Financial modelling: prepare whole life financial models for infrastructure projects and develop and test payment mechanisms for individual projects.
Contract development: prepare financial requirements for procurement/contract documentation for projects.
Funding market engagement: manage engagements with prospective funders, maintain an active engagement with capital/debt/equity funding markets for capital projects.
Negotiation: negotiate commercial terms for contract documentation.
Stakeholder management: actively maintain strong relationships with clients, both in managing current business engagements and developing future opportunities.
Advising on environmental, social, and corporate governance requirements that are relevant to the financing of major capital projects.
General advisory work: oversee and manage general financial advisory and evaluation work, including financial statement analysis, financial robustness assessments, market analysis and options analysis.
Reports/memoranda: oversee the preparation of reports/memoranda and present to senior management on a wide variety of issues.
Qualifications/Knowledge
Relevant third level degree, preferably in economics, finance, commerce or other related discipline.
Membership of a relevant professional body (e.g., ACA, ACCA, CIMA, CPA, CFA) is highly desirable.
Experience
At least 10 years relevant experience in a financial advisory role, banking or sustainable finance, supporting the delivery of major capital infrastructure projects.
