About the Employer

The Office of Public Works (OPW) is the lead agency in co-ordinating flood risk management policy, the flood relief capital programme and the technical assessment of coastal change risks in Ireland. Flood Risk Management (FRM) Services is the Business Unit in the OPW tasked with discharging this responsibility.
The primary functions of the flood risk management programme are to minimise the extent of coastal and river flooding and its social, economic and environmental impacts through the implementation of effective protection and mitigation measures for at-risk areas, the provision of flood risk guidance and advice in the area of sustainable planning and assisting the development of resilient communities.
This requires the OPW to develop and deliver appropriate work programmes and measures; to maintain an effective programme of maintenance of river courses drained and flood defence schemes constructed under the provisions of the Arterial Drainage Acts, 1945 and 1995; and to advise the Government on flood risk management and flood risk management policy. The OPW has also recently been designated as the national lead coordinating body for the assessment of coastal change hazards and risks and the assessment of technical options and constraints for managing these risks.
About the Role:
Engineers Grade III (Civil) typically report to an Engineer Grade II or Grade I (Civil). They work with supporting staff such as Civil Engineering Technicians and Draughtspersons and may also be required to supervise operational staff in their assigned Division.
Key Duties and Responsibilities of the Role The specific duties of each Engineer Grade III (Civil) role will largely be determined by the Division to which successful candidates are assigned. Key duties and responsibilities may include:
• Assisting in / undertaking the management of Projects as part of a team or on own initiative. This may include management of the human, budget and other resources allocated to the work area and of projects and technical assessments, studies or research in connection with the areas of activity of the Division.
• Preparing and disseminating drawings and calculations accurately and in a timely manner according to contract drawings and providing relevant information (Drawings, Specifications etc) to OPW staff and sub-contractors. Engineer Grade III (Civil), Office of Public Works
• Liaising with other team members, staff within the OPW and other public bodies, local authorities, local organisations and individuals, and attending meetings, as necessary for the work of the Division.
• Organising, co-ordinating and supervising the work of technical and operational staff.
• Assisting in the development of tender documents, contract administration and complying with public procurement guidelines.
• Managing and monitoring Safety and Health issues in compliance with relevant legislation.
About You:
Candidates must have on or before Thursday, 8th January 2026:
1. A qualification at Level 8 (honours bachelor's degree) on the National Framework of Qualifications (NFQ) or NARIC Ireland Foreign Qualifications equivalent in Civil Engineering accredited by Engineers Ireland or an equivalent professional engineering body in another jurisdiction;
Candidates must also demonstrate that they have:
1. Good attention to detail with a structured and organised approach to task planning, execution and completion;
2. The ability to tackle problems of a technical nature with a practical approach;
3. The ability to work as part of a multidisciplinary and/or engineering team;
4. The ability to work under pressure to meet deadlines;
5. The ability to supervise staff;
6. Excellent oral and written communication skills with the ability to write technical reports that are clear, well-structured and unambiguous;
7. Strong analytical ability and sound judgement;
8. Excellent interpersonal skills with the ability to build and maintain effective working relationships both internally and externally;
9. Good Information Technology (IT) skills with proficiency in Microsoft Office applications including Word and Excel.
