We are delighted to be recruiting an HR Executive - L&D for our client the Food Safety Authoirty of Ireland.
TITLE Human Resources Executive - Learning and Development.
REPORTS TO Human Resources and Organisational Development Manager JOB ENVIRONMENT The Food Safety Authority of Ireland (FSAI) is a statutory, independent and science-based national agency, dedicated to protecting consumers' health and interests by leading a collaborative food safety community to continuously raise food standards and create a culture of compliance.
Core FSAI objectives are to ensure, through regulation and engagement, that food produced, consumed, distributed or marketed in Ireland is safe and meets EU standards.
To this end, the FSAI oversees the enforcement of food law through an inspection service that is operated to agreed high standards by various State agencies.
Consumers are placed at the centre of all its activities and have a fundamental right to safe food and not to be misled about the food they purchase or eat.
JOB PURPOSE The Human Resources Executive plays a key role in delivering both strategic and day-to-day Human Resources support across the full employee lifecycle, in alignment with the organisation's people strategy.
Operating as a trusted partner to managers and staff, the role provides thoughtful guidance on employee relations, policy, and workforce development within a highly skilled and professional environment.
The Human Resources Executive also contributes to learning and development, talent acquisition, and succession planning, helping to build organisational capability.
In addition, the role supports evidence-based decision-making through the use of Human Resources data and dashboards, contributing to continuous improvement and a positive employee experience.
KEY ACCOUNTABILITIES Learning & Development Align learning and development initiatives with the overall People Strategy to support organisational goals and workforce capability.
Collaborate with managers and staff to identify current and future learning needs across all levels of the organisation.
Coordinate and deliver meaningful training opportunities, including workshops, e-learning, and external development programmes.
Support professional growth through structured training, leadership development, mentoring, and coaching initiatives.
Enhance talent management and workforce planning by integrating learning pathways into succession planning and career development.
People Strategy and Culture Support the implementation of the People Strategy, ensuring HR practices are aligned with organisational goals.
Contribute to initiatives that promote a positive, inclusive, and values-driven culture.
Help deliver programmes and communications that strengthen employee engagement and reinforce the organisation's mission and values.
Change Management Support managers and teams through periods of change, helping to ensure transitions are smooth, inclusive, and well-communicated.
Contribute to the planning and delivery of change initiatives such as restructures, role changes, or new ways of working.
Help develop communication and engagement approaches that build understanding and support among staff.
Gather feedback and monitor the impact of change to support continuous learning and improvement.
Employee Relations Provide balanced and supportive advice on employee relations matters, ensuring fairness and compliance with employment law.
Work proactively with managers to address issues early and foster a respectful, solutions-focused environment.
HR Information Systems (HRIS), Metrics & People Analytics Maintain accurate and up-to-date HR data and support the effective use of the HRIS.
Use dashboards and reports to provide insights into key people metrics and trends.
Collaborate with colleagues to ensure data informs planning and helps evaluate the impact of HR initiatives.
HR Administration & Policy Development Support HR processes such as onboarding, contract changes, and leaver administration.
Provide clear and timely advice on HR policies and employment matters.
Assist in reviewing and updating policies to reflect best practice and current legislation.
REQUIRED KNOWLEDGE & EXPERIENCE Essential: A relevant QQI Level 6 qualification or higher in Human Resources or a related field.
3-5 years' experience in a generalist or business partner HR role.
Strong knowledge of employment law, HR best practice, and policy development.
Familiarity with learning and development approaches and recruitment processes.
Proficiency in HRIS and data tools such as Microsoft Excel.
Excellent communication, interpersonal, and relationship-building skills.
Desirable: Experience using HR dashboards and applying data insights to inform action.
Exposure to organisational development, culture-building, or employee engagement work.
Involvement in supporting or delivering change initiatives in a collaborative and people-centred way.
