Munster Technological University (MTU) is a multi-campus technological university, contributing to the region through the provision of academic programmes that support student development and opportunities, education and research. MTU has an extensive and impressive regional footprint with six campuses across the South-West region in Cork and Kerry, and a student body of 18,000. MTU wishes to appoint a Technical Officer (TO) to join the Health and Safety Team to support the management of safety within the university. The Technical Officer will work with the Senior Technical Officer (STO) to support the further develop the MTU web-based Safety Management System and provide advice and assistance to management and staff to ensure work practices, procedures and safety standards are aligned with the universitys commitment to ensuring a safe place of work and learning. The position will be based in Cork and the appointee will report for day-to-day operations to the Senior Technical Officer, Health and Safety Team. This line management arrangement may be amended as MTUs organisational structure evolves over time. Please note the postholder will be required to travel between MTU Campus locations. Duties and responsibilities of the position: The Technical Officer (TO), based in the Health and Safety Team, will play a key role in maintaining and enhancing the culture of safety within the university. This role demands a broad level of knowledge of operational safety, legislation and regulation, encompassing the extensive range of activity within the university. The TO will support the development of safety related policies, procedures and guidance documents to reflect statutory and regulatory obligations to ensure the successful management of safety within the university. Provide Training and support to university staff on the assessment of risk, development of operational procedures and the documentation of controls identified as necessary for the management of safety. Key Skills and Experience Required for the Role: The successful candidate is required to have the skills, knowledge and experience to provide support and assistance with the following: Safety Standards: Adequate advice is available to all staff and management on all work practices, work procedures and safety standards. Safety Statement: The continued development of the MTU Safety Statement and to assist with the effective communication of the Statement to all staff and management. Planning: Planning of short-term, medium-term and long-term health and safety objectives and targets. Performance Standards: Development of performance standards for the objectives and targets set. MTU Safety Management System: Implementation of the MTU web-based Health & Safety Management System. Risk Assessment: Identification and control of hazards through the process of risk assessment and assessment of systems of work. Accident Reporting: Advice on, and assistance with, accident, incident and near miss reporting. Accident/Incident Investigation: Investigation of accidents, incidents, occupational diseases, near-miss events, through the MTU Safety Management Software System. Audit: Carrying out regular safety inspections of operational areas. Reports: Preparation of reports as required by management from time to time including an annual report. Insurance: Liaising with those dealing with insurance policies and claims for the university. Participation: In safety related groups and/or committees within the university. Professional Development: A willingness to attend and participate in training to ensure the provision of appropriate professional advice and guidance. Qualification Requirements for Role: Essential: A Level 8 higher diploma (1st or 2nd Class Honors) from a recognised degree-awarding authority in the area of health and safety AND Not less than three years post-qualification experience. Desirable: The candidate should have demonstrated, recent and hands-on experience in some or all of the following areas: i Development of safety related policies and procedures ii Delivery of safety related training iii Provision of support and assistance with accident or incident reporting and investigation iv Use of web-based safety management systems v Understanding of statutory requirements for Health and Safety Authority reportable incidents vi Knowledge of regulatory requirements for construction projects and event management.
