The Role The Executive Architectwillworkaspartofateamwithin South Dublin County Councils Architectural Services Department.

Reporting to a Senior Executive Architectora Senior Architect,orsuchdesignated person/personsasmaybeassignedfromtimetotime,theywillassistinthedeliveryofaprogrammeofarchitecturalwork.

The Executive Architectwillalsoberesponsibleforateamof Graduate Architectsand/ or Assistant Architectswhoareengagedincarryingoutdutieswithinthe Countys Architectural Services Department.

Theofficeiswholetime,permanentandpensionable.

Apanelwillbe formedtofillpermanentandtemporaryvacancies.

Personsemployedwill berequiredtoworkinanylocationwithinthe South Dublinadministrative area.

Salary €59,658-€61,829-€64,000-€66,175-€68,349-€70,521- €72,696,€74,857-€77,043-€79,209-€81,706(1st LS1) €82,929(2nd LSI).

Hours of Work Thesuccessfulcandidatesnormalhoursofworkwillbe35hoursper week.

Qualifications Character Candidates will be of good character.

Essential Education, Training and Experience Eachcandidatemust,onthelatestdateforreceiptofcompleted application forms: Hold a professional qualification in Architecture, that is prescribed underthe Building Control Act2007,oraqualificationin Architecture that is equivalent toa qualification so prescribed.

Beeligibleforregistrationasan Architectunderthe Building Control Act2007withoutrequiringfurtherassessment.

Anyappointmentwill be subject to registration under the Act.

Haveatleastfouryearssatisfactoryexperienceofarchitecturalwork.

Haveexperienceinthedesignofbuildings,thepreparationofsketchplans,workingdrawings,detailsandspecification;and Have a satisfactory knowledge of public service organisation.

Desirable Education, Training and Experience Possessstrongprofessionalknowledgeandskills.

Havesatisfactoryexperiencesupervisingstaffandbeabletoworkwithin,takedirection,andshowleadershipaspartofamulti- disciplinaryteam,andhavetheabilitytomotivateandencourage personnelundertheircontroltoachievemaximumperformance.

Haveanabilitytoworkindependentlyandontheirowninitiative.

Havestronginterpersonalandcommunicationskills.

Possess strong organisational skills.

Ensuringthatallworkiscarriedoutincompliancewithallrelevant professionalpracticeandindustrystandardsandrelevantpublicand SDCC policies.

Ensuringthatallappropriaterecordsareestablishedandmaintainedconsistent with office procedures.

Managingyourtimeappropriatelysothattheresourceappliedtoprojects is efficient and proportionate to the task.

Representing SDCCatavarietyofmeetings.

Preparingreportsforthe Council, Committeesofthe Council, Central Government and other stakeholders.

Fulfillingthedutiesof Project Supervisorforthedesign Process (PSDP)inaccordancewiththe Health, Safetyand Welfare (Construction) Regulations 2006.

Fulfilling the duties of Design Certifier and or Assigned Certifier as requiredunderthe Building Control(amendment)Regulations2014.

Suchotherdutiesasmaybeassignedfromtimetotime.

The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed.

The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the Council.

Pre-Employment Checks Forthepurposeofsatisfyingtherequirementastohealth,itwillbe necessaryforsuccessfulcandidatestoundergoamedicalexaminationbya qualified medical practitionerto be nominated by SDCC.

Appointment will not proceed without SDCC obtaining two satisfactory referencesfromresponsiblepersonsknown tobutnotrelatedtothe candidate.

Aresponsiblepersonshouldbeapersonunderwhomthe candidatehasservicedinemployment,orinthecaseofrelevant voluntaryworkapersonwhohasheldasupervisoryposition.

In the case of relief positionsadvertised by the Council, a person awarded a stamp 2 Visa (student visa) is allowed to work to a maximum of 20 hours work per week.

Blended Working SDCC is committed to supporting a flexible and balanced working environment.

Officers who have already completed a probationary period with another Local Authority will not be obliged to serve probation with South Dublin County Council.

Salary / Wages Entrypointtoasalary/wagesscalewillbedeterminedinaccordance with Circularsissuedbythe Departmentof Housing, Local Government and Heritage.

Inaccordancewith Departmental Circularletter EL02/2011,aperson whoisnotaservinglocalauthorityemployeeonorafter1st January 2011,willenterthescaleforthepositionattheminimumpoint.

Rate of remuneration may be adjusted from time to time in line with Government Policy.

Duties Inaccordancewith Section159(3)&(4)of Local Government Act2001 an employee ofthe local authorityshall perform the duties of the office andgivethelocalauthorityunderthegeneraldirectionandcontrolofthe Chief Executiveorofsuchotherofficerasthe Chief Executivemayfrom timetotimedetermine,suchappropriateservicesofanexecutive, administrative,technical,ormanagementnatureasarerequiredforthe exerciseandperformanceofanyofitspowers,functionsanddutiesand toexercisesuchpowers,dutiesandfunctionsasmaybedelegatedtohim orherbythe Chief Executivefromtimetotimeincludingthedutyof servicingallcommitteesthatmaybeestablishedbythelocalauthority andsuchdutiesasmayberequiredinrelationtotheareaofanylocal authority.

Theholderoftheofficewill,ifrequired,actforanofficerofahigher level.

Residence Holdersoftheofficewillresideinthedistrictinwhichtheirdutiesareto beperformedorwithinareasonabledistancethereof,asdeterminedby South Dublin County Council.

Outside Employment Employeesmaynotengageinprivatepracticeorbeconnectedwithanyoutsidebusinesswhichwouldinterferewiththeperformanceofofficial duties.

Superannuation Contribution Theprovisionsofthe Local Government(Superannuation)(Consolidation)Scheme 1998 may apply.

Personswhobecomepensionableofficerswhoareliabletopaythe Class Arateof PRSIcontributionwillberequired,inrespectoftheir Superannuation contribution, to contribute to the local authority as follows: 1.5%oftheirpensionableremuneration plus 3.5%ofnetpensionableremuneration (i.e.pensionableremunerationlesstwicetheannualrateofsocial insuranceoldagecontributorypensionpayableatthemaximumratetoaperson with no adult dependent orqualified children).

Personswhobecomepensionableofficerswhoareliabletopaythe Class Drateof PRSIcontributionwillberequired,inrespectoftheir superannuationcontribution,tocontributetothelocalauthorityatthe rateof5%oftheirpensionableremuneration.

Theprovisionsofthe Spousesand Childrens/Widows&Orphans Contributory Pension Scheme will continue to apply.

New entrants will be admitted to the Single Public Service Pension Scheme with effectfrom the date ofappointment.

The scheme is contributoryandprovidespension,retirementgratuity,deathgratuityandsurvivorsbenefits.

Toqualifyforapensionthesuccessfulcandidatemust haveservedaminimumoftwoyearsemploymentina Local Authority.

Employeesmaynotengageinprivatepracticeorbeconnectedwithany Holdersoftheofficewillresideinthedistrictinwhichtheirdutiesareto beperformedorwithinareasonabledistancethereof,asdeterminedby 2025 Ratesand Thresholds Local Government Superannuation Scheme members -€0.00to€34,500 0% -€34,500to€60,000 10% -Over€60,000 10.5% Single Public Sector Pension Scheme members -€0.00to€34,500 0% -€34,500to€60,000 3.33% -Over€60,000 3.5% Retirement Age Thereisnomandatoryretirementagefornewentrantstothepublic serviceasdefinedinthe Public Service Superannuation(Miscellaneous Provisions) Act 2004.

Anyonewhoisnotanewentranttothepublicservice,asdefinedinthe Public Service Superannuation(Miscellaneous Provisions)Act2004,is subjecttoacompulsoryretirementageof65yearsorasdeterminedin accordancewith Department Circularsandinlinewith Government Policy.

The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years.

The Council may refer staff to a medical advisor at any time to determine fitness for carrying out the duties to which they have been assigned.

Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector.

Therefore, such retirees may not apply for this position.
