Summary of the Business
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the National Asset Management Agency, the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

Role Summary
As a key corporate role, reporting to the Chief Financial and Operating Officer, the Interim Head of Facilities and Business Continuity Management will be responsible for:
• Overseeing the delivery of all aspects of facilities and front of house services to the NTMA and ensuring that they are provided efficiently and effectively to the NTMA and other tenants (NAMA, SBCI, HBFI and sub-tenants).
• Overseeing and managing all aspects of NTMA’s business continuity management (“BCM”) ensuring a robust business continuity management framework is in place to respond to BC/DR events
Principal Accountabilities
• Providing leadership and direction to facilities, and BCM teams in the achievement of business objectives while fostering career development.
• Coordinate Facilities and BCM initiatives, prioritising deliverables to meet business needs while optimising resource allocation.
• Manage stakeholder relationships, ensuring the effective delivery of Facilities and BCM services.
• Continuously assess and refine Facilities and BCM processes to drive efficiency, innovation, and operational improvements.
• Maintaining staff levels in line with new and emerging business requirements through appropriate recruitment and retention and manage costs in line with budgets.
• Reporting to various governance forum on facilities and BCM activities
Facilities
• Oversee the provision of facilities and front of house services by the Facilities and Front of House managers.
• Monitor and review service charges versus budget, with the Facilities and Front of House managers, as they relate to building and estate management for the NTMA and other tenants (including NAMA, SBCI, HBFI and sub-tenants) occupying NTMA spaces.
• Ensure compliance with all H&S legislation and the NTMA facilities and front of house structures, systems and processes provide a safe place to work and best in class visitor and external guest experience.
• Support Government commitments and initiatives under the Climate Action Plan by the provision and maintenance of an environmentally sustainable building, minimising waste and driving efficiency in operation processes.
Business Continuity Management
• Oversee the provision of business continuity management services by the Business Continuity Manager. Co-ordination and the formulation of the BCM Work Programme.
• Develop, maintain and test a coordinated BCM Framework to ensure appropriate and robust business continuity and disaster recovery processes are in place to respond to BC/DR events.
• Ensure alignment of NTMA business continuity arrangements with ISO 22301, The Business Continuity Institute (BCI) guidelines and where relevant the Central Bank of Ireland Cross Industry Guidance on Operational Resilience
Qualifications and Experience
• Relevant degree or qualification.
• 10 years’ relevant experience gained through career progression in one or more organisations.
• Experience working in corporate operations to deliver on organisational goals and standards.
Knowledge
• Knowledge of building systems operations, facilities management best practices, systems technology, H&S legislation and regulations, and event management / guest/ visitor experience
• Knowledge of business continuity management best practices and operational resilience guidelines

Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
