Regulatory Support Officer (Northern Ireland)
Location: Belfast, Northern Ireland. The position will be based in Northern Ireland, but occasional travel throughout Ireland and Great Britain will be necessary. Work outside of normal hours may be required from time to time.
Reports To: Head of Northern Ireland (dotted line to Regulatory Support Manager)
Job Type: Full-time, permanent. Flexibility considered for a reduced-hours arrangement (e.g. a 3- or 4-day week), with adjustments to salary and holiday entitlement proportionate to hours worked.
Job Purpose
The Regulatory Support Officer (Northern Ireland) will provide assistance in addressing issues and queries, directing credit unions to appropriate documentation and guidance through a digital ticketing service within a central knowledge hub. This role will also draft and update governance and policy templates and produce guidance documents. In addition, the role will support horizon scanning for government and regulatory consultations, conduct research, and assist in drafting initial responses to regulators and government. The ideal candidate will have excellent communication skills, a proactive approach to problem-solving, and the ability to collaborate effectively to support credit unions across various functions.
Key Responsibilities
* Support
* Act as a primary point of contact via the ticketing system to respond to routine affiliate queries, resolving issues or escalating to the Northern Ireland team, Compliance Connect, or wider ILCU as needed.
* Conduct needs assessments to identify specific support requirements for affiliates.
* Develop resources, including governance and policy templates, toolkits, newsletters, and webinars, to inform and assist credit unions.
* Collaborate with the Northern Ireland Team, including the Head of Northern Ireland, Senior Compliance Advisor and Affiliate Engagement Officers, to identify trends and common challenges among affiliates, developing targeted support initiatives.
* Assist and, where appropriate, deliver regular updates, workshops, and guidance on relevant issues and best practices.
* Regulatory Guidance, Horizon Scanning, and Advocacy
* Monitor and analyse regulatory developments affecting the credit union sector, including legislation, policy changes, and compliance requirements.
* Support horizon scanning to identify upcoming government consultations, legislative proposals, or regulatory changes that may impact the sector.
* Conduct research and draft initial responses to consultations, ensuring alignment with the interests of credit unions.
* Update relevant guidance documents and policies as necessary to reflect evolving regulations.
* Reporting and Data Analysis
* Collect and analyse data on emerging risks and common challenges to inform the ILCU’s support initiatives.
* Assist in preparing regular reports on affiliate engagement activities, regulatory support provided, and trends in affiliate needs for internal review and strategic planning.
* Develop metrics to assess the impact of regulatory support and engagement efforts, leveraging insights to enhance service offerings.
* Cross-functional Collaboration
* Work closely with other ILCU pillars to ensure a coordinated approach to affiliate support and policy responses.
* Participate in corporate working groups and project teams, representing the ILCU in engagements with credit unions and external stakeholders.
* Collaborate on research and advocacy projects to produce materials that support credit unions in navigating regulatory and legal environments.
* Support the Head of Northern Ireland and broader team in advocacy efforts, helping to craft clear, evidence-based submissions on key policy issues.
Essential
Qualifications and Experience
* Bachelor’s degree in a relevant field (e.g., finance, law, public policy, business administration) or equivalent experience.
* Strong analytical skills with the ability to interpret and explain complex information.
* Proven ability to conduct research and draft clear, concise documents, such as consultation responses or reports.
* Prior experience in customer service, stakeholder engagement, policy analysis, or administrative support (ideally within a member-focused organisation or the financial sector).
Desirable
* Professional qualifications in compliance, legal, risk management, or governance.
* Previous experience in a policy, regulatory, or advocacy role.
* Knowledge of financial services, particularly probate and deceased account-related matters.
