Business Change Manager - Infrastructure
Full‑time, Department: Infrastructure.

The Business Change Manager is responsible for driving alignment, communication, and adoption of PMO discipline‑level management plans across the major programme. This includes schedule management, cost and estimating, risk management, baseline control, and performance reporting.
Operating within the Programme Management Office (PMO), the role ensures that these core programme control disciplines are clearly understood, consistently applied, and embedded into day‑to‑day delivery across all projects and delivery partners. The role bridges PMO policy and delivery execution, enabling effective change adoption, behavioural alignment, and improved programme performance.
The individual will be an excellent communicator responsible for bringing the key stakeholder along on the journey, and obtaining support and embedding key initiatives and approaches across the PMO function.
Key Responsibilities

Develop and implement a structured business change strategy to support the rollout of PMO discipline frameworks.
Define change approaches for key areas:
Schedule management
Cost & estimating
Risk management
Baseline management
Performance reporting

Identify stakeholder impacts, change risks, and adoption challenges across the programme.
Alignment of PMO Discipline Frameworks
Ensure consistent understanding and alignment of discipline‑specific management plans across all projects and delivery partners.
Translate PMO standards and frameworks into practical, delivery‑focused guidance.
Work closely with discipline leads (Planning, Commercial, Risk, Reporting) to ensure messaging is aligned and coherent.
Support the integration of these disciplines into a single, joined‑up programme controls approach.

Communication & Engagement
Develop and deliver clear communication plans to support the rollout and adoption of PMO frameworks.
Produce high‑quality communication materials, including:
Guidance documents
Playbooks and process maps
Visual summaries and briefings

Engage stakeholders at all levels (project teams to senior leadership) to ensure clarity of expectations.
Act as a central point for communicating PMO changes and updates across the programme.

Stakeholder Management & Adoption
Identify key stakeholder groups across the programme (e.g., project managers, planners, commercial teams, contractors).
Drive engagement to ensure buy‑in and adoption of PMO discipline practices.
Address resistance to change and support behavioural shifts required for successful implementation.
Establish feedback loops to understand adoption challenges and refine approaches.

Training & Capability Development
Design and deliver training programmes to support adoption of PMO management plans.
Provide targeted coaching and support to project teams and functional leads.
Develop user‑friendly materials to build capability across programme controls disciplines.
Promote a consistent level of maturity and understanding across all delivery organizations.
Process change strategy and implementation plan
Communication and stakeholder engagement plans
PMO discipline playbooks and guidance materials
Training programmes and supporting materials
Adoption and maturity assessments
Continuous improvement recommendations


Qualifications

Minimum Level 8 degree (or equivalent) in relevant subject area, e.g., Project Management, Business Administration etc.

SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
