A panel may be formed as a result of this campaign for a Medical Scientist, Specialist – Specimen Reception from which current and future, permanent and specified purpose vacancies of full‑time or part‑time duration may be filled.

Purpose of the Post
* In co‑operation with the Laboratory Manager, Chief Medical Scientists and additional Laboratory personnel, the post holder will participate in the delivery of a quality laboratory service that supports the clinical needs of the Midland Regional Hospital Portlaoise’s patients/service users and is consistent with the Laboratory Quality Statement, mission, vision, values and strategic plan of the organisation.
* Provide strategic, clinical and scientific leadership on all specimen reception and referral aspects and participate in the delivery of an accredited (where applicable), effective, efficient, quality‑assured and patient‑centred laboratory service.
* Liaise with the relevant Chief Medical Scientist to ensure the practices around specimen reception and referral meet the requirements of the Midland Regional Hospital Portlaoise’s Pathology Department and service users. This includes managing the day‑to‑day operation of the Specimen Reception Department.
* Maintain administrative responsibility for the delivery of IT support for future Specimen.
* Reception related systems such as Order Comms.
* In conjunction with the Laboratory IT Senior Medical Scientist, support the development, implementation and management of current and future laboratory information and technology systems ensuring compliance with organisational quality, accreditation, ICT and data protection standards.
* Develop a shared sense of commitment and participation among all staff in the planning and development of the service from a specimen reception perspective.
* Keep the Hospital Manager, Clinical Director or designate and the Laboratory Manager appraised of any significant development/issues within his/her area of responsibility and perform such additional duties as may be agreed from time to time.
* Interdepartmental co‑operation and teamwork is an essential component of providing an integrated Pathology service at the Midland Regional Hospital Portlaoise. The post holder may be required to work in departments outside their primary remit as the need arises.
Eligibility Criteria, Qualifications and / or Experience
* Statutory Registration. Candidates for appointment must be registered or be eligible for registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU.
* Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act 2005 (see Note 1) must submit proof of application for registration with the Medical Scientists Registration Board at CORU. The acceptable proof is correspondence from the Board confirming their application for registration as a Section 91 applicant was received by the 30th of March 2021.
* Possess one of the following NFQ Level 9 postgraduate qualifications or equivalent qualification at minimum Level 9 validated by the Academy of Clinical Science and Laboratory Medicine (ACSLM):
o MSc Clinical Laboratory Science, Dublin Institute of Technology (DIT).
o MSc Clinical Laboratory Science, Technological University Dublin (TU Dublin).
o MSc Clinical Chemistry, University of Dublin, Trinity College (TCD).
o MSc Biomedical Science, University of Ulster (UU).
o MSc Biomedical Science, Cork Institute of Technology (CIT) / University College Cork (UCC).
o MSc Biomedical Science, Munster Technological University (MTU) / University College Cork (UCC).
o MSc Molecular Pathology, Dublin Institute of Technology (DIT) / University of Dublin, Trinity College (TCD).
o MSc Medical Scientist, Atlantic Technological University (ATU).
* Or an equivalent qualification at minimum Level 9 validated by the ACSLM.
* Or possess Fellowship of the Academy of Clinical Science and Laboratory Medicine awarded before July 2018.
* Or have attained the Fellowship examination of the Institute of Biomedical Science (awarded prior to 1999).
* Possess four years full‑time clinical experience (or an aggregate of four years’ full‑time clinical experience) as a medical scientist in a clinical diagnostic laboratory since qualifying as a medical scientist.
* Demonstrate knowledge and experience in the appropriate specialist area.
* Demonstrate evidence of Continuous Professional Development.
* Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
* Provide proof of Statutory Registration on the Medical Scientists Register maintained by the Medical Scientists Registration Board at CORU before a contract of employment can be issued (Applicable to Section 38 applicants only).
* On appointment, practitioners must maintain annual registration on the Medical Scientists Register maintained by the Medical Registration Board at CORU. Practitioners must confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
* Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such that they can render regular and efficient service.
* Candidates for and any person holding the office must be of good character.
Note 1: Section 91 candidates are individuals who qualified before the 31st of March 2019 and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years full‑time (or an aggregate of 2 years full‑time) between the 31st of March 2014 and the 31st of March 2019. Section 91 applicants are under the Health and Social Care Professionals Act 2005.
Post Specific Requirements
* Demonstrate depth and breadth of experience in Laboratory testing / Information Technology as relevant to the role.
