Jacobs is entering a pivotal stage in its growth trajectory in Ireland. With ambitious plans to expand our Buildings & Infrastructure (B&I) portfolio, particularly in rail and other major national programmes, we are strengthening our local leadership capability to support this expansion. As demand for Health, Safety & Environment (HSE) expertise grows across our operating units, we are investing in exceptional talent who can deliver operational excellence while reinforcing resilience, compliance, and our BeyondZero safety culture.
We are seeking an accomplished HSE Lead to join our Dublin office and provide strategic and operational Health & Safety leadership across major national infrastructure programmes. This role will play a critical part in supporting safe delivery, enabling growth, and strengthening client confidence across Jacobs' expanding Irish portfolio.
The HSE Lead will work closely with multi‑disciplinary project teams, senior operational leaders, and clients to drive compliance, embed proactive risk management, and champion a culture of care, safety, and wellbeing. While embedded within our Programme & Advisory operating unit, the role will have a cross‑sector remit, supporting high‑value programmes across B&I and beyond.
Strategic Leadership
* Provide local HSE leadership aligned with Jacobs' growth plans in the Irish market, including major infrastructure, rail, advisory and programme management opportunities
* Act as a trusted HSE advisor to senior leaders, supporting bid teams, project mobilisation and operational readiness
* Strengthen Jacobs' BeyondZero culture across Irish projects, embedding values of safety, care and accountability
Operational Delivery
* Lead HSE oversight and advisory support for key projects including providing immediate and interim support at Project level where required
* Conduct project risk assessments, audits, inspections, and reviews to ensure compliance with ISO standards, Irish legislation, and Jacobs' Global HSE Management System
* Monitor HSE performance metrics, identify trends, and implement corrective and preventative actions
* Drive incident investigations and ensure learnings are disseminated across projects and disciplines
* Manage local HSE resource requirements as needed and through consideration of projects scopes and obligations across the portfolio
* Provide risk oversight and advice to Jacobs leadership relating to HSE contract responsibilities and obligations
Client & Stakeholder Engagement
* Represent Jacobs as a senior HSE leader in client discussions, project steering groups, and programme governance meetings
* Build strong relationships with Irish regulatory bodies, client HSE teams, and key delivery partners
* Provide confidence to clients and stakeholders through credible, expert HSE guidance and consistent delivery excellence
Cross‑Sector Support
* Provide HSE support and leadership across multiple operating units as required, enhancing resilience and flexibility in the region
* Support mobilisation of upcoming major projects, including Dublin Metro and rail sector opportunities
* Contribute to tender responses and work-winning activity with compelling HSE strategies and delivery plans

Here's what you'll need
* Degree in Health & Safety, Environmental Management, or related discipline
* Chartered or working toward chartership with IOSH or equivalent body
* Extensive experience in Health & Safety leadership roles within construction, infrastructure, engineering consultancy or major programmes
* Proven ability to operate as a senior HSE professional on complex, high‑value infrastructure programmes
* Expertise in Irish H&S legislation, risk management, compliance frameworks and industry best practice
* Strong stakeholder management skills, including working with clients, JV partners, and multidisciplinary project teams
* Skilled communicator with the confidence to challenge, influence and lead at all organisational levels
* Data‑driven mindset with ability to analyse trends and develop proactive mitigation strategies
Desirable
* Experience in rail, transport or programme management environments
* Background supporting advisory, PMO or public‑sector‑led infrastructure programmes
* Familiarity with ISO 45001 and integrated management system frameworks
