Role Purpose

This role represents an exciting opportunity to bring your existing skills to new challenges and contribute to Coimisiún na Meán during a significant period of growth. As Assistant Director, International Affairs you will represent An Coimisiún internationally on the full range of media policy and online safety matters. You will work closely with international regulatory counterparts in Online and Media regulation to support the Broadcasting Commissioner in the European Board for Media Services, contribute to our participation in other European and global regulatory networks, play a lead in our engagement with the European Commission, and act as international expert in policy teams by providing expert analysis and advice on relevant international developments on content regulation.

About the Team

Coimisiún na Meán's small expert International Affairs team is focused on establishing the organisation's credibility in international fora as an effective and collaborative regulator with a global outlook, and to ensure that Coimisiún na Meán's policy and enforcement work reflects international best practice, through a programme of formal and informal international cooperation. To do this we need a focused and well-resourced team that can provide external representation, coordinate international engagement activity, monitor relevant international developments (especially at EU level) and communicate effectively with international stakeholders. The team is currently comprised of one Director, three Assistant Directors and Executive Officer.

Key Responsibilities

The main duties and responsibilities of the role include:

* Prepare and deliver international engagement plans for the European Commission and regulatory counterparts in digital platform and media regulation.

* Support the Director to develop a longer-term, broader strategic programme of work for An Coimisiún's engagement in international bodies and fora, on specific areas of relevance to media policy, content regulation, media literacy and online safety.

* Establish new relationships and cultivate existing ones with regulators and policymakers internationally, including through our regulatory networks, to understand and influence policy and regulatory developments in other countries and in international bodies and fora.

* Represent An Coimisiún externally, including at closed meetings and public conferences.

* Ensure timely responses to requests for information about An Coimisiún's activities in this field, responding to consultations etc.

* Prepare senior An Coimisiún colleagues for international meetings in support of An Coimisiún policy objectives.

* Gather intelligence and develop knowledge relating to content regulation and policy in other countries as well as international fora.

* Participate in policy development relating to media and platform regulation and provide comparative and analytical reports on relevant international developments and where required, act as the international expert in project teams.

About You

Experience, Skills, Knowledge & Qualifications

Essential Criteria


•Relevant work experience and knowledge of EU policy frameworks.


•Understanding of media policy and platform regulation.


•Experience of international engagement


•Demonstrated ability to use initiative and work independently.


•Excellent stakeholder management skills, including cultural awareness and diplomacy.


•Excellent analytical skills to summarise complex issues and communicate the bigger picture.


•Excellent project management skills including the ability to manage a varied and demanding workload and to plan and prioritise resources effectively.


•Demonstrated ability to communicate clearly, concisely and confidently to a variety of audiences, orally and in writing summaries and analysis.

Desirable Criteria


•Knowledge of the Irish regulatory environment.


•Experience of working in media and/or digital platforms.


•Flexibility and adaptability to changing or ambiguous circumstances.


•Political acumen and strategic thinking skills.

•This position is offered on a Permanent basis.


•Full time, 35 hrs per week


•Annual Leave: 30 days per annum


•The role will be a hybrid role combining home and office working. Our current hybrid policy is 2 days in the office. This role will also involve some international travel.


•Our office is located at One Shelbourne Buildings, Shelbourne Road, Dublin 4, D04 NP20.

Selection Process

The selection process will include:

Shortlisting of candidates based on the information provided in their application, assessed against the specified criteria for the role.

* A competency-based preliminary interview

* A second-round interview for candidates successful in the first round, which will include a presentation or another practical exercise

The first interview will take place via MS Teams. The second interview will be conducted in person at our Dublin office.
