This role will support the Cúram Electronic Health Record (EHR) implementation across UPMC Ireland. You will report to the EHR Technical Stream Lead. There are two key functions under the role: - Primary Architect for the programme (functional, infrastructure, data) - Role Based Access Control (RBAC). This role will oversee the creation, management, documenting, planning and delivery across the core digital architectures (functional, infrastructure, and data) that will support deployment, performance, scalability, and security of the Cúram programme. It will work closely with IT to integrate secure RBAC aligned with clinical, administrative, and operational workflows, ensuring privacy, security policies, and audit requirements. The successful candidate will bring extensive experience in enterprise health IT architectures and infrastructure modernization in a regulated healthcare environment. This is an ideal opportunity for a user access expert who understands the intersections of enterprise architecture and MIS/RBAC operations in a modern clinical environment.


Responsibilities

* Lead the Architecture and Technical Infrastructure workstream within the UPMC Ireland Cúram programme, including MIS/RBAC controls within the EHR platform.
* Define, deploy and govern architecture across functional, infrastructure and data domains; manage stakeholder engagement and project governance.
* Collaborate with IT to ensure secure RBAC profiles align with clinical and business workflows; support privacy, security, and audit requirements.
* Provide strategic and tactical leadership for the Architecture & Technical Infrastructure workstream; align programme architecture with core technologies, data migration, interoperability and security.
* Lead end-user experience planning, milestone tracking, and status reporting; resolve issues impacting the workstream.
* Coordinate with governance structures and contribute to training materials for clinical and technical platform services.
* Provide hands-on support during go-live and stabilisation; ensure continuity of operations and rapid issue resolution.
* Collaborate with the training team to ensure users are trained and have appropriate MIS/RBAC access within MEDITECH and related applications.
* Plan and deliver handover training to the future EHR BAU team members.
* Engage with architecture and infrastructure stakeholders, including international colleagues, to optimize design and implementation.


Architecture – Design

* Define future-state technical architectures to support the Cúram programme, including system selection, decommissioning, integration, scalability and resilience.
* Align infrastructure architecture with core technologies and clinical/business workflows; ensure integration with PACS, LIS, RIS, ERP and other enterprise/local applications.
* Collaborate with MEDITECH and internal IT teams to understand system specifications and constraints.
* Design secure, reliable access for all users; incorporate secure-by-design principles and cybersecurity alignment.
* Ensure operational readiness, business continuity and disaster recovery capabilities; retain access to legacy data as required.
* Coordinate with interoperability and data migration teams for real-time data exchange across systems.
* Coordinate with facilities managers to ensure technical capabilities meet programme requirements.


Architecture – Implementation Support, Validation & Testing

* Lead readiness activities including provisioning of non-production environments for development, testing, and training.
* Oversee performance testing, scalability assessments, and system monitoring configurations.
* Support go-live cutover plans, rollback strategies and system validation procedures.
* Collaborate on SIT/UAT and technical validation of architecturally related components.
* Act as escalation point for architecture issues during build, test, go-live and stabilisation.
* Ensure system reliability through proactive monitoring and rapid resolution.
* Identify and troubleshoot issues with IT, finance and clinical teams; champion change management.


RBAC – Worklow & System Design

* Collaborate with clinical, business and technical teams to ensure end-to-end integrity across modules.
* Serve as SME for MIS/RBAC-related functions in MEDITECH; lead creation of detailed role-based security templates.
* Design and validate appropriate workflows within MEDITECH Expanse; enforce segregation of duties and access controls.
* Ensure MIS/RBAC workflows align with clinical and business processes; coordinate with financial processes where applicable.
* Develop policies, SOPs and training resources related to user access management and system login procedures.


RBAC – Implementation Support, Data Validation & Testing

* Oversee security profile builds in MEDITECH (including User Dictionary); lead RBAC testing activities and UAT.
* Identify and troubleshoot RBAC-related issues; ensure RBAC is integrated with related clinical systems for seamless care delivery.
* Validate reporting requirements; conduct user access audits and validation exercises to ensure compliance.
* Coordinate SIT/UAT and go-live preparation activities specific to security and access control.
* Provide frontline support for access issues; champion change management and engage SME teams in design and optimization.


Documentation & Governance

* Maintain project documentation (state maps, risk/issue logs, decision registers, benefits registers, change logs).
* Support governance processes and prepare materials for Technical Design Forum and senior management meetings.
* Define and track KPIs for readiness, adoption, and post-go-live performance; document lessons learned and continuous improvement.
* Ensure compliance with statutory and regulatory requirements related to clinical safety and digital health.


Qualifications & Experience

* Bachelor’s degree in Health Information Technology, Computer Science, or related field (or equivalent experience).
* Minimum 5 years’ experience in enterprise-level architecture design (functional, infrastructure, data).
* Minimum 5 years’ experience in healthcare IT, information security, or EHR access control management.
* Direct experience leading architecture and technical deployments of HIS/CIS systems (preferably MEDITECH; EPIC, Oracle Health considered).
* Experience with technical infrastructure for EHR systems including cybersecurity, identity management, business continuity and disaster recovery, legacy data retention and access.
* Proven leadership of technical teams in large-scale healthcare IT transformations.
* Strong knowledge of privacy and security standards and healthcare audit practices.
* Experience with EHR implementation, security planning or user provisioning systems; strong project coordination and change management skills.
* Analytical thinking, problem-solving and collaboration across clinical and operational teams.


Preferred

* Experience with MEDITECH Expanse (RBS Matrix, User Dictionary, MIS module configuration, MIS audits) or other major EHRs (Epic, Oracle Health).
* Knowledge of TOGAF or ITIL; experience in Irish/EU healthcare systems and data sovereignty.
* Familiarity with identity management tools, SSO and Active Directory/HRIS integrations.
* Understanding of clinical decision support, change management methodologies, regulatory requirements and documentation standards.
* Experience developing training resources and SOPs.
