Waterford City and County Council (Comhairle Cathrach agus Contae Phort Láirge) is the authority responsible for local government in the City & County of Waterford, Ireland. The organisation came into operation on 1st June 2014 after that year's local elections and is a merger of Waterford City Council and Waterford County Council. The mission of Waterford City & County Council is to make Waterford the best possible place for all its people and for those that wish to live, visit, work or invest here.
There are 32 Elected Members. The 2026 Revenue Budget of the Council is €207.3 million. At a strategic level, the Council operate through its Corporate Policy Group comprising of the Cathaoirleach of the Council and the Chairs of the local authority’s Strategic Policy Committees. The Chief Executive and the Council’s Management Team play a key role in supporting and advising this policy group. Day to day management of services takes place under the stewardship of the Chief Executive, his Directors of Service and a Head of Finance who collectively comprise the Senior Management Team.
This competition presents an opportunity to join Waterford City & County Council in the role of Director of Services.
About The Role:
The Director of Services is a member of the senior management team of Waterford City & County Council and reports directly to the Chief Executive. They are responsible for supporting the Chief Executive in building and proactively developing a high performance, innovative and responsive organisation. Each Director of Services is typically responsible for a number of functional areas as well as managing and developing relationships with internal and external stakeholders.
The Director of Services supports the Chief Executive in advancing the physical, economic, social and cultural life of a County and in developing and overseeing the organisational structures and resources needed to deliver an extensive range of services to the public, in a cost effective and efficient manner.
The Director of Services generally manages large multidisciplinary teams and budgets, both capital and operational. They are required to manage and lead their functional areas in a strategic manner and implement substantial change programmes.
The Director of Services plays a key role in supporting the Council members in fulfilling their statutory and representational functions in accordance with the principles of good governance. Including working effectively with the Council Members providing policy support, keeping Councillors informed and developing proposals for agreement by the Members prior to implementation within their area of responsibility.
External relationships are important to the effective delivery of services by the Local Authority and the Director of Services plays a vital role in networking and engaging with a broad range of stakeholders including representatives of the Department of Housing, Local Government and Heritage, and other Government Departments, State Agencies, business owners, community and voluntary groups, the general public etc.
