The Role
The Sourcing Manager plays a key role within the Procurement Team, leading end-to-end sourcing activities (for goods/services/works) across a diverse range of spend (CapEx & OpEx) to support DPC's commercial and operational objectives, whilst ensuring compliance with EU Utilities Directive, Irish Regulations and Government guidelines/circulars as set out in DPC's Procurement Policy and Procedures.
The role requires strong internal stakeholder engagement and collaboration skills, commercial acumen, and ability to deliver value across the organisation through effective, efficient, compliant and innovative processes and approaches.
Key Responsibilities
* Lead and execute end-to-end sourcing activities (for goods, services and works) across a diverse range of categories/spend.
* Ensure all sourcing activities comply with the EU Utilities directive, Irish Regulations and DPC Procurement Policy & Procedures.
* Manage all aspects of the sourcing process (via eTenders) from identification of need, specification co-ordination/challenge, spend analysis, procurement strategy, pre-qualification of potential Suppliers, Tender documentation, Tender Evaluation, Negotiations, through to Tender approval, Notification Letters, Contract drafting (incl. SLAs/KPIs), award and execution.
* Collaborate closely and act as a trusted Procurement partner providing help, advice, guidance and support to business functions based upon expertise, knowledge and experience.
* Conduct meaningful Spend Analysis
* Provide support and guidance for Contract Management and Supplier Relationship management activities undertaken by business functions company-wide.
* Contribute and support Sustainable Procurement / ESG, Circular Economy and Climate Action Framework objectives in conjunction with key stakeholders.
* Manage all aspects of Procurement-related risk throughout each sourcing process.
* Contribute to on-going continuous improvement of existing Procurement Policies, Procedures, Templates and Documentation.

What You'll Bring
* Third-level qualification in Procurement, Supply Chain Management or related discipline
* Proven experience in Sourcing within Public Sector Procurement
* Strong Demonstrable experience in Contract Negotiations (commercial/legal)
* Excellent understanding and experience of Contract drafting & Contract law
* Proven track record in devising meaningful Service Delivery Performance with Suppliers (detailed SLAs and KPIs)
* Analytical capability with experience in Data/Spend Analysis/Reporting
* Demonstrable experience in achieving Cost Savings, Cost Avoidance and Added value
* Experience in all operational aspects of the eTenders platform
* Knowledge and experience of Sustainable Procurement/ESG approach
* Experience with Procurement Risk Management and Risk Mitigation activities
