Rail Strategy Lead/ Business Development

OVERALL PURPOSE
Responsible for promoting a culture of success in work winning with Irish Rail and Transport Infrastructure Ireland by positioning to win across a programme of identified rail engineering opportunities. The Campaign Advisor will initiate and take ownership of stakeholder engagement and client intelligence processes, working collaboratively with key customers and suppliers to identify business challenges.
PRINCIPAL ACCOUNTABILITIES OR MAIN TASKS
1. Develop and maintain relationships with key customers and suppliers through collaboration to identify business challenges and provide effective solutions.
2. Conduct market intelligence and competitive analysis to understand industry trends, competitor activities, and upcoming projects to identify growth opportunities.
3. Support rail interface with Irish Rail and Transport Infrastructure Ireland to ensure opportunities are captured, intelligence is shared across the business, and responses are tracked.
4. Develop and support client engagement strategies to position the company for future opportunities while building and maintaining strong relationships with railway clients, partners, and subcontractors.
5. Support the procurement process by developing strong client and supply chain relationships across departments and levels, providing technical leadership and knowledge as required.
6. Apply technical knowledge and understanding of customer requirements to support the production of competitive and compelling proposals against tender requirements.
7. Review and support bids as an independent reviewer for technical and commercial proposals.
8. Engage with the wider business to support strategy and growth targets and validate the pipeline of business opportunities with Irish Rail.
9. Work with the business leadership team to liaise with existing and potential partners to establish and maintain relationships necessary for growth, adhering to processes.
10. Continuously improve the company's market positioning through market research to identify trends and opportunities for capability development.
PERFORMANCE CRITERIA
* Experience in developing and managing senior customer relationships to position organizations to win.
* Experience leading business development resources and managing opportunity pipelines.
* Ability to develop commercially competitive yet profitable offerings.
* Sound engineering technical understanding.
* Strong knowledge of the Irish rail market sector.
* Proven skills in strategic planning, relationship management, business development, contracting, and public procurement legislation in Ireland.
PERSON SPECIFICATION
1. Qualifications & Experience
* Degree in Engineering, preferably chartered.
* Experience with various rail systems and public sector procurement in Ireland.
* In-depth knowledge of Irish Rail's structure and key stakeholders.
* Significant experience in Irish rail infrastructure, ideally having worked for Irish Rail, TII, NTA, or DOT.
* Knowledge of the Irish rail landscape, Tier 1 contractors, main suppliers, governance, and compliance requirements.
* Technical experience in telecoms, signalling, civils, E&P, ETCS/TMS, OLE/electrification, and track systems.
* Experience in rail engineering work winning.
* Familiarity with project management, CRM, proposal software, and presentation tools.
* Experience with major infrastructure projects, including frameworks, alliancing, and joint ventures.
2. Business and Personal Competencies
* Exceptional interpersonal and negotiation skills.
* Flexibility for extensive travel.
* Existing business contacts in rail are desirable.
3. Additional Information
* Flexibility to work away from home.
* Ability to present effectively to customers, supply chain partners, and contractors.
