Job Description The Head of Digital is responsible for leading the delivery of Client's Digital and Information Management Framework and initiatives on behalf of the client Directorate, coordinating the production of project information and making sure work are undertaken in line with the projects methods and procedures and aligns with best practice.
The role holder will be required to provide leadership in digital and information management and will engage with the digital team and third parties to prioritise the development and rollout of key products that influence and govern the production of project information and the definition of the project's tool ecosystem.
The Head of Digital shall act as a source of expert advice and deputise for the Digital and Services Director, Data- Information Standards & Governance Lead, Geographical Information Systems and Asset Data Lead, Project Information Systems Lead, and Systems Architecture and Integration Lead as required.
Principal Accountabilities Oversee, drive and coordinate the establishment and delivery of digital initiatives, the Information Management Framework (IMF) and the programme's digital tool ecosystem.
Lead and own the commission management activities, including but not limited to financial oversight and approval, proposal development, resource allocation and planning, recruitment, talent development, contract monitoring and risk management and escalation.
Support the Digital and Services Director in project executive meetings, deputising when required.
Manage the production and retention of project information across the programme lifecycle.
Lead the delivery activities of the digital function including talent management and the development of standard operating procedures.
Lead and own the reporting activities of the digital function (i.e.: Executive Team monthly progress reporting), representing, together with the Digital and Services Director, the digital function in executive meetings.
Support the successful adoption of digital tools, initiatives and the IMF through a series of education and training initiatives.
Deputise for the Digital and Services Director, Data-Information Standards & Governance Lead, Geographical Information Systems and Asset Data Lead, Project Information Systems Lead, and Systems Architecture and Integration Lead as required.
Ensure that the IMF and digital initiatives respond appropriately to the specific elements of the user brief, such that all our Client's requirements and expectations are adequately reflected.
Assess the project requirements relating to digital and information management and all interfacing design elements across client to ensure they are feasible and in line with client's & objectives.
Oversee that future tenders and contract documents incorporate requirements of approved digital tools and the IMF.
Demonstrate through use of business intelligence tools the value of digital and the IMF to the project.
Demonstrate consideration as to Client's legacy around capability development, the environment, sector innovation (construction and mass transportation sectors), and the wider sustainability of the programme.
Audit technical processes and procedures relating to information management and digital initiatives across client, including the development and initiation of quality standards for tests, inspections and evaluations.
Oversee the Implementation of robust quality management systems relating to the management of information and the IMF.
Provide input into cost reduction exercises.
Manage and oversee all issues, root causes, and corrective actions taken in a timely manner.
Contribute to the continuous drive towards a high-performing culture within the digital function.
Respond in a timely manner to technical queries and requests for information from stakeholders throughout the project lifecycle.
Provide input into the relevant project processes and procedures.
Drive clear coordination with other aspects of the programme (Design and Engineering, Procurement, PMO etc.) so that interfaces are feasible and agreed.
Perform additional tasks, activities or other duties as may be required or assigned as part of the role.
Qualifications Experience, Skills and Qualifications Experience15+ years' experience with 10+ years in a similar digital role, preferably within the transportation or rail industry.
Leadership and team management.
Activity delivery management and great coordination skills.
Change management.
Planning, governance and delivery, having managed teams setting goals, objectives and priorities and establishing clear roles and responsibilities for all direct reports.
Driving best practice in digital, ICT and information management processes, policies and standards.
Dealing with a range of stakeholders at all levels across the project team, influencing the adoption of digital tools, initiatives and information management frameworks.
Driving best practice in information production and management.
Quality management and reporting at executive level.
Familiarity with regulatory and compliance requirements related to information management in high- value, large-scale, rail projects.
Skills Dealing with a range of stakeholders at all levels across the project team Excellent verbal and written communication skills to facilitate clear and consistent dialogue between all parties involved.
Great influencing skills to manage and motivate teams in support of delivery of high risk, value and complex projects and programmes Capable of identifying gaps in information governance and recommending solutions.
Ability to work effectively in a team environment.
Ability to co-ordinate and communicate important information across teams.
Ability to develop long term relationships with all team members and effectively balance people and processes.
Ability to foster a committed, strategic, innovative and inclusive culture.
Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator.
Ability to identify issues and develop effective solutions to keep the project on track.
Understanding of railway systems, including design, operations, and safety standards.
Experience in quality assurance processes to ensure that project deliverables meet the required standards.
Flexibility to adapt to changing project requirements and environments.
Strong interpersonal skills with the ability to influence and relate to individuals and groups – both technical and non-technical.
Ability to govern and drive outcomes to ensure high quality service.
