Chief Executive Officer, The Public Appointments Service (publicjobs)
The Public Appointments Service (publicjobs), as the central recruiter for the public service, is responsible for attracting talent to support a high‑performing public service. The organisation seeks a Chief Executive Officer who can deliver on this remit, working with the Board and the senior leadership team to benefit public service clients, candidates and the general public.
As a member of the Civil Service Management Board, the Chief Executive Officer will collaborate with leaders across the system to support change across the public service and ensure that recruitment, selection and promotion decisions promote a value system based on performance, delivery and merit.
Responsibilities
Provide strategic leadership to a high-volume public service recruitment operation.
Drive change initiatives and meet new challenges while maintaining service quality.
Foster a culture of development, innovation and performance under resource constraints.
Uphold ethical standards and integrity in line with espoused values.
Ensure excellent customer service with a strong focus on metrics and data analytics.
Leverage information and communication technologies to support change management and service delivery.
Requirements Of The Role
Strong leadership qualities with the ability to create an innovative, flexible and developmental culture.
Proven track record in leading a complex, high‑volume service delivery operation.
Experience driving change and embracing new challenges.
Substantial experience in the HR sector with knowledge of people development and talent assessment.
Deep knowledge of recruitment and selection processes.
Independent thinking and personal integrity in upholding ethical standards.
Commitment to providing excellent customer service and a data‑driven approach.
Appreciation of information and communication technologies and a track record of delivering operational excellence.

The Public Appointments Service (publicjobs) is the independent centralised recruitment, assessment and selection body for the Civil Service, Health Service, Local Authorities, the Garda Síochána, Prison Service and other public service bodies. It handles a large volume of applications and supports recruitment across the public service.
