Base pay range
Background:
The Tolling business serves hundreds of thousands of customers daily. Its outsourced operations include digital services such as roadside vehicle passage capture, back-office IT systems, hosted databases, customer contact services, public information, financial management, enforcement activities, business intelligence, performance analytics, data protection, and security.
The Tolling section manages:
* BAU tolling operations, including the M50 eFlow toll operation and interoperability management services
* Change projects related to procurement, mobilisation, and transition of new services, as well as future re-procurement of existing tolling services. The M50 eFlow is currently implementing a new website and app.
* Strategy and innovation related to future tolling post-PPP expiry, road user charging, and demand management measures to sustain motorway funding and protect the strategic function of the M50 and adjacent roads.
Role and Responsibilities
The successful candidate will support planning, procurement, management, and delivery of programmes and projects related to TII’s Tolling business.
The main responsibilities include:
Governance
* Supporting the Programme Delivery Manager in adhering to governance arrangements
* Preparing accurate and reliable progress reports
* Collaborating with stakeholders to ensure operational stability and business continuity
* Managing external support services as needed
Project and Contract Management
* Overseeing change programmes and projects, including initiation, planning, resource and budget management, risk and issues management, contract and change management, and quality assurance
Strategic Planning
* Contributing to strategic planning and business case development
* Advising on European Directives, representing TII in committees, and supporting the Department of Transport
* Briefing stakeholders on tolling, road user charging, and demand management issues
* Analyzing best practices and establishing international relationships for benchmarking
Other Tasks
* Performing additional duties as assigned
All divisions require teamwork, cooperation, and collaboration to meet deadlines.
Education & Experience
Candidates should demonstrate key competencies for a Grade 2 position, including:
* A third-level degree (NFQ Level 8) in relevant fields or equivalent professional qualification
* At least 5 years of experience in project delivery and management with strategic, technical, and operational aspects
* Project management skills and training (e.g., Prince2)
* Excellent communication skills
* Leadership and relationship management skills
* Experience with stakeholder management, commercial acumen, and contract management
* Experience managing ICT projects and understanding customer service
* Fluency in English
* Experience with public procurement
* Understanding of transport economics, demand management, and digital trends in transport sector
