Organisational Context
Purpose of the Post
To support the Area of Director of Nursing in the overall management responsibilitiesand professional standards for the Mental Health Service.
Be responsible for assisting the Area Director of Nursing by taking an active role in theprofessional leadership, development and management of the nursing and allied carestaff in the service.
Be required to work with members of the Multi Disciplinary Team to implement thestrategies objectives for the Mental Health Services.
Take a lead role in developing systematic and structured frameworks in order to facilitateclinical practice development and innovation within the service.
Lead on behalf of the Area Director of Nursing on strategic projects that develop andimprove nursing services and contribute to the overall development of service and theachievement of any development objectives.
Lead and support the overall continued development of the Mental Health Servicesaccording to national plans and strategy.
Participate in meeting the HSE policy objectives for the Mental Health Services.Develop and manage the nursing quality assurance programmes.
Plan, manage and implement the statutory/ mandatory training requirements of staffunder their area of responsibility
Be concerned with the execution of local policy decisions and with the management andeffective utilisation of resources.
The role will not be limited by reference to this profile and should reflect establishedpractices in relation to the Director of Nursing Assistant, Mental Health Services. It wouldbe expected in the normal course of events that the role will evolve as professional andservice demands change. In particular, the profile will need to be adapted at local levelto meet specific requirements in relation to the management of specific functional responsibilities.

It is estimated thatup to one in five of us will experience some mental health problems in our lifetime and inorder to meet these needs, Mental Health Services are expanding and evolving.We are committed to providing progressive high standards of recovery-based nursing careto clients with a wide range of mental health issues which range from basic to complex,severe psychiatric care needs. Services include Adult, Older Adult, Psychiatry of Later Life,and ID with a Mental Health Diagnosis, Child and Adolescent Mental Health Services(CAMHS).CAMHS provides assessment and treatment for young people up to 18 years and theirfamilies who are experiencing mental health difficulties such as depression, anxiety, eatingdisorders and Attention Deficit Hyperactivity Disorder (ADHD).

Essential Criteria
Eligibility Criteria Qualifications and/ or Experience
Candidates must have at the latest date of application: -1. Professional Qualifications, Experience, etc.
* (a) Eligible applicants will be those who on the closing date for the competition:
o (i) Are registered, or are eligible for registration, in the Psychiatric Nurses Division of the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agusCnáimhseachais na hÉireann).
o (ii) Have 7 years post registration psychiatric nursing experience and 5 years psychiatric nursing management experience.
* (b) Candidates must possess the requisite clinical, leadership, managerial and administrative knowledge and ability for the proper discharge of the duties of the office.
2. Annual registration
* (i) On appointment practitioners must maintain live annual registration on the Psychiatric Nurse Division of the Register of Nurses & Midwives maintained by Nursing and Midwifery Board of Ireland [NMBI] (Bord Altranais agusCnáimhseachais na hÉireann).
* (ii) Practitioners must confirm annual registration with NMBI to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC).
3. Age
Age restriction shall only apply to a candidate where s/he is not classified as a newentrant (within the meaning of the Public Service Superannuation (MiscellaneousProvisions) Act, 2004). A candidate who is not classified as a new entrant must be under65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
4. Health
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
5. Character
Candidates for and any person holding the office must be of good character. Please note that appointment to and continuation in posts that require statutory registration is dependent upon the post holder maintaining annual registration in the relevant division of the register maintained by Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland).
Post Specific Requirements
Demonstrate depth and breadth of experience in Nursing and Nursing Management in the Psychiatric/Mental Heatlh setting.
