The Role The Senior Executive Technician will be involved in the production of drawings and documents relating to the design, tender and construction of capital projects and in the operations environment.
The person will also be involved in projects which could be carried out by the Council and/ or by Contractors.
The office is wholetime, permanent and pensionable.
A panel will be formed to fill permanent and temporary vacancies.
Persons employed will be required to work in any location within the South Dublin administrative area.
Climate Action Directorate Senior Executive Techniciansassignedtothe Climate Action Directorate willbeassignedtoworkin Public Realm, Natural Water,or Environmental Services.
Theworkofthe Senior Executive Technicianassignedto Public Realminvolvessitesurveying,mapping,andsettingoutforprojects.
Therolealso involves: Maintainingandupdating Public Realmdatasetsandrecords.
Mappingofutilityservices.
Datacaptureandanalysisin GIS.
Designandpreparationofmapsanddrawingsforpublicconsultationpresentation, planning, design and construction stages.
Siteinspections.
Settingoutandsupervisionofprojects.
Liaisingwithconsultantsandotherstakeholders.
Dealing with enquiries from Councillors, the public and other departments.
Provisionofmapping,surveyingandtechnicalsupportservicestoother Sections.
Managementofprocurementprocessesinlinewithpublic procurement guidelines and legislation.
Supervisionofstaffandmanagementofthe Performance Management Development System.
Theidealcandidatewillpossessagoodworkingknowledgeand experience of topographical surveying techniques The ideal candidate will possess a good working knowledge and strongabilityintheuseof Auto CAD, Arc GISand GISanalysis,drawingand mapping techniques.
The work of the Senior Executive Technician assigned to Natural Waterincludesaroleincapitalprojectsandminorworksschemesbeing undertakentoaddressfloodmanagementorwaterqualityobjectives.
This may include surface water studies, stormwater network upgrades, or flood alleviation schemes arising from the Catchment Flood Risk Assessment and Management (CFRAMs) study.
It involves ensuring technical compliance and alignment with County Development Plan, SDCCs Climate Action Plan 2024- 2029, SDCCs Sustainable Drainage Explanatory Design and Evaluation Guide, OPWs The Planning System and Flood Risk Management Guidelines for Planning Authorities, The Greater Dublin Regional Code of Practice, GDSDS, Uisce Eireann standards, the building regulations, and other statutory technical standards.
On-site inspections to maintain quality control will form part of the job duties.
It includes the carrying out of surveys, collecting data and updating records and systems for SDCC and Uisce Eireann in GIS and other systems, as necessary.
This includes the management of asset registers and associated mapping for SDCC, such as the stormwater network, Su Ds, flood defences and all associated infrastructure.
It also includes delivery of water quality related actions, such as addressing water pollution incidents and aligning with the River Basin Management Plans.
The team also provides observation reports for surface water for developments as part of the planning process and stormwater network mapping upon request.
The work of the Senior Executive Technician assigned to Environment, includes a role in the monitoring for compliance and enforcement of waste related activities subject to Waste Management Act 1996, as amended and other waste related legislation.
It involves ensuring compliance of permitted operations, in the appropriate treatment of waste, in accordance with permitted conditions and other statutory standards.
The role includes assessing compliance for Producer Responsibility Initiatives for retailers generating waste in tyres, plastic bags, packaging and end of life vehicles.
On-site inspections of waste facilities, waste collectors, construction sites, retailers, and commercial and household waste arrangements will be a key element to their daily duties.
The Senior Executive Technician role also includes carrying out surveys, mapping, collection of data, updating of council records, providing written inspection reports including recommendation of enforcement actions and the preparation of enforcement case files for legal proceedings.
The Senior Executive Technician will be expected to work closely with other enforcement officers and agencies on areas of common interest and in multi-agency activities.
Planning and Transport Directorate Senior Executive Technicians assigned to the Planning and Transport Directorate will be assigned to work in one of the following sections: Road Maintenance, Design or Construction, Traffic or Land Use in the Planning section.
The Senior Executive Technician in Trafficwill be involved in the survey, design and implementation of works to resolve traffic management issues.
This includes assessing traffic management items and requests arising from traffic correspondence from various sources.
The successful candidate will be involved in the production of Autocad and GIS drawings and documents relating to the design, tender and construction of Capital Road Projects and Traffic Management Operations and will manage, supervise and assign works to the traffic crew.
In the management of this outdoor crew, the candidate shall be responsible for the management of SDCCs safe systems of work, site safety guidance, regulations and processes.
Key areas of responsibility are road signage, road marking and road /school safety and the improvement of pedestrian infrastructure in the county.
This role will involve representing the Traffic section at Traffic Management Meetings (TMM), community groups, external organisations, working directly with Councillors, the public and other state agencies in conjunction with senior management to resolve issues raised within the Councils administrative area.
The Senior Executive Technician in Roads Maintenancewill be required to deal with enquiries from Councillors, the public and other departments.
They will be involved in the provision of mapping, surveying and technical support services to the Roads Maintenance, Construction, Forward Planning and Building Control Sections.
The ideal candidate will possess a good working knowledge of Auto CAD and GIS drawing and mapping techniques.
Supervision of staff will also be required.
Salary €55,071 - €56,184 - €57,720 - €60,332 - €61,914 - €64,120 (1st LS1) - €66,330 (2nd LSI).
Hours of Work Thesuccessfulcandidatesnormalhoursofworkwillbe35hoursper week.
SDCCreservestherighttoalteryourhoursofworkfromtimeto time.
Annual Leave Annual leave entitlement for this position is 30 days.
Qualifications Character Candidates will be of good character.
