Job Title:Members of the Corporate Enforcement AuthorityEmployer:Department of Enterprise, Tourism and EmploymentCounty:DublinClosing Date:3pm, Thursday, 18th December 2025Starting Salary:€114,104About the Employer:The Corporate Enforcement Authority ('CEA') is Ireland's company law enforcement agency. Its mission is to promote and serve the public interest by ensuring high levels of compliance with company law through effective advocacy and proportionate, robust and dissuasive enforcement.Established in 2022, the CEA's statutory mandate derives principally from the Companies Act 2014 ('the Act'). The CEA has also been conferred with statutory functions in respect of certain investment vehicles under the Irish Collective Asset-management Vehicles Act 2015.In accordance with section 944D of the Act, the CEA's primary functions are to:• encourage compliance with the Act,• investigate:o instances of suspected offences under the Act,o instances otherwise of suspected non-compliance with the Act or with the duties and obligations to which companies and their officers are subject,• enforce the Act, including by the prosecution of offences by way of summary proceedings,• refer, at the CEA's discretion, cases to the Director of Public Prosecutions where the CEA has reasonable grounds for believing that an indictable offence under the Act has been committed, and• exercise, in so far as the CEA considers it necessary or appropriate, a supervisory role over the activity of liquidators and receivers in the discharge of their functions under the Act.Flowing from its statutory mandate, the CEA's principal workstreams include:• promoting compliance with company law, through the provision of accessible information and through a programme of outreach activities,• providing advice to the Minister for Enterprise, Tourism and Employment ('the Minister'), both directly as requested and indirectly (e.g., through the CEA's membership of the Company Law Review Group),• receiving complaints and expressions of concern from members of the public, protected disclosures relevant to company law, statutory reports from designated professionals (including auditors, examiners, and process advisors), and referrals from other regulatory and enforcement bodies,• receiving statutory reports from liquidators of insolvent companies,• performing thematic analyses relevant to companies' and company directors' activities, e.g., based on information available from the Companies Registration Office,• issuing relief/no relief decisions to liquidators and, where deemed appropriate, issuing restriction/disqualification undertakings to directors of insolvent companies,• conducting analyses and investigations with a view to assessing whether there is evidence to suggest non-compliance with company law,• taking appropriate enforcement action in response to indications of breaches of company law, including:o seeking voluntary rectification,o issuing statutory demands,o taking civil enforcement action,o initiating summary prosecutions, ando referring matters to the Office of the Director of Public Prosecutions for consideration as to whether charges should be directed on indictment,• referring relevant matters, i.e., matters coming within their remit, to other regulatory and enforcement bodies and to professional bodies.About the Role:As a Member of the Corporate Enforcement Authority (CEA), you will play a pivotal leadership role in ensuring the effective delivery of the Authority's statutory functions under the Companies Act 2014, while also contributing to the strategic and operational development of the organisation. The responsibilities include, but are not limited to:Statutory Responsibilities under the Companies Act 2014• Oversee the effective exercise of the CEA's statutory functions, including:o Promoting compliance with company law.o Investigating suspected breaches of company law.o Taking appropriate civil or criminal enforcement action.o Supervising the conduct of liquidators and receivers.o Referring matters to the Director of Public Prosecutions where appropriate.Organisational Leadership and Governance• Provide strategic leadership to the organisation, ensuring it operates in line with the values of professionalism, integrity, independence, confidentiality, and commitment to public service.• Ensure the development and maintenance of the requisite knowledge and expertise within the organisation to support its statutory remit.• Support the Chairperson in the general management and control of the CEA's activities, including:o Strategic planning and business development.o Financial oversight and corporate governance.o Human resource management and organisational capacity building.Stakeholder Engagement and Public Representation• Maintain effective relationships with a wide range of national and international stakeholders.• Act as a public spokesperson for the CEA, including appearances before Oireachtas Committees and other public fora.• Guide the Authority's communications strategy, including internal communications, media relations, and digital presence.Directorate-Level Responsibilities Each Member will be assigned specific Directorate-level responsibilities by the Chairperson. These may include leadership of one or more of the following functional areas:• Advocacy & Communications: Oversight of compliance promotion, stakeholder engagement, and public guidance.• Civil Enforcement: Management of civil investigations, statutory demands, and enforcement actions.• Criminal Enforcement: Oversight of criminal investigations, prosecutions, and referrals to the DPP.• Digital Investigations & Analytics: Leadership of digital forensics operations and technological capability development.• Finance & ICT: Responsibility for financial management, audit processes, and ICT infrastructure.• Governance, HR & Support Operations: Oversight of HR functions, legal compliance, and operational support services.• Insolvency Supervision: Supervision of liquidators, director restriction/ disqualification processes, and related enforcement.• Legal: Management of legal advice, litigation, and external legal service providers.• Policy: Development and oversight of corporate policy functions.About You:The successful candidate will, at the deadline for receipt of applications, possess:• a minimum of 5 years' experience at a suitably senior level of leading and managing people/teams in a regulatory, investigative, or enforcement area,• a proven track record of high-quality output and results delivery in a regulatory, investigative, or enforcement area,• the proven ability to absorb and understand large volumes of complex data,• the proven capacity to work to demanding deadlines and to exercise sound professional judgement under pressure,• a demonstrable understanding of governance principles,• excellent communications skills, both written and oral.The Closing Date for this competition is Thursday, 18th of December at 3pm.We are committed to a policy of equal opportunity and encourage applications under all nine grounds of the Employment Equality Act.
