The Medical Council is seeking to recruit a People & Culture Business Partner at Senior Executive Officer (SEO) grade to support the delivery of effective, responsive people services.
This is a hands‑on role with responsibility for end‑to‑end recruitment and business partnering, working as part of a small, collaborative team. You will support managers in managing their teams, take responsibility for onboarding, and contribute to key people initiatives.

Key Responsibilities
Talent Acquisition (approximately 50% of role):
Manage end‑to‑end recruitment including advertising, sourcing, screening, interviews, referencing, offers, and contracts.
Work with hiring managers to define roles and agree effective approaches.
Ensure a positive and professional candidate experience.
Track recruitment activity and ensure compliance with policy and legislation.
Business Partnering:
Act as a key contact for assigned areas.
Support managers with day‑to‑day people management.
Provide practical guidance on people matters.
Support workforce planning and organisational priorities.
Promote consistent application of policies.
Employee Relations (support role):
Support employee relations processes including performance management, performance improvement plans, dignity at work, and grievance and disciplinary processes.
Assist with documentation and case progression.
Induction and Onboarding:
Lead onboarding processes and coordinate induction programmes.
Ensure a consistent and positive experience for new starters.
Support managers with effective onboarding.
Review and improve onboarding processes.
Wellbeing:
Support wellbeing initiatives and represent the function on the Wellbeing Group.
HR Administration and Systems:
Maintain employee records and HR systems.
Prepare contracts and documentation.
Respond to HR queries and support reporting.
Essential Criteria
Experience supporting managers or stakeholders in managing people‑related matters, with the ability to provide clear and practical guidance.
Strong organisational skills and ability to manage competing priorities.
Excellent interpersonal and communication skills.
Sound judgement and professionalism.
Confidence to engage with stakeholders and facilitate meetings.
Ability to work on own initiative and deliver to deadlines.
A proactive, flexible, and solutions‑focused approach.
Proficient in Microsoft Office.
Desirable Criteria
Experience in end‑to‑end recruitment.
Experience in the public sector or regulated environment.
Experience with HR systems such as Occupop or Strandum.
Experience supporting employee relations processes.
Experience in an HR advisory or business partnering role.

Details of this Appointment
Position Type: Permanent appointment - 6‑month probation applies.
Grade: Senior Executive Officer (SEO).
Salary: Starting salary will be at €59,435 in line with the first point of the Senior Executive Officer pay scale. (If currently a serving civil or public servant, entry point may be higher based on existing salary.)
Senior Executive Officer Pay Scale:
€59,435 €61,173 €62,908 €64,640 €66,380 €68,111 €69,849 €72,353 (LS1 - after 3 years at maximum) €75,788 (LS2 - after 6 years at maximum)
Annual Leave: 29 working days plus public holidays.
Hours: 35 hours per week, Monday‑Friday.
Location: Kingram House, Kingram Place, Dublin 2 (hybrid model: two on‑site days per week).
